INVITATION FOR PRE-QUALIFICATION/REQUEST FOR EXPRESSION OF INTEREST FOR PROJECTS EXECUTION
INTRODUCTION
Apapa Iganmu Local Council Development Area in pursuance of its mandate and in compliance with the requirement of the Lagos State Procurement Law as amended in 2021 and in line with 2024 budgetary provision of the Local Council Development Area. The Apapa Iganmu Local Council Development Area hereby invites expression of interest from prospective contractors/suppliers/consultants.

a) Works
Lot 1: Construction of office complex at Sari Area Office, Orile
Lot 2: Provision and installation of street solar lights on various streets
Lot 3: Construction of boreholes
b) Goods
Lot 1: Provision of school materials
Lot 2: Provision of benches and tables
c) Consulting services
Lot 1: Training and manpower
Lot 2: Professional consulting services for feasibility studies
d) Non-consulting services
Lot 1: Desilting of blocked drainages
Lot 2: Environmental services and waste management
Lot 3: Removal of refuse from black spot
Lot 4: Catering and entertainment services
Lot 5: Routine fumigation of public places
PRE-QUALIFICATION REQUIREMENT
The expression of interest must be submitted with the following documents
- Cover letter duly signed by the company’s authorized signatory indicating the specific area(s) of specialization under the four (4) categories: (goods, works, consulting services and non-consulting services)
- Certificate of Incorporation/Registration with CAC
- Company’s audited account for 2021,2022 and 2023
- Company profile and organization structure with the CV of key personnel with professional certificates
- Evidence of financial capacity (reference letter from reputable bank capable and willing to provide line of credit for project execution if required)
- Current tax clearance certificate of the company and two directors for the last three years (2021, 2022 and 2023)
- Evidence of technical capability (list of equipment staffing etc)
- Possession of experience as a prime contractor/consultants/suppliers in at least 2 projects of similar nature and complexity with verifiable letters of contract of award and certificate of job completion within the last 5 years
- Exact verifiable location and full address/contact, telephone numbers and e-mail address of authorized representative
- Evidence of technical expertise
- In case of joint ventures, the company shall provide evidence of joint venture agreement executed by all parties in the joint venture
- Evidence of company registration/renewal with Apapa Iganmu Local Council Development Area
- Many additional information that may enhance your future consideration
NOTE
i. EOI/Pre-qualification submission should be very clear about the area(s) of competence and interest
ii. Submission must be in English language in four (4) copies (one original and three copies sealed in an envelope clearly marked submission of pre-qualification document for goods, works, consulting services and non-consulting services (chose whichever is applicable)
iii. Interested applicant must note that the Apapa Iganmu Local Council Development Area reserve the right to verify claims made in pre-qualifications document submitted by them
iv. Apapa Iganmu Local Council Development Area shall directly with only the authorized officers of interested companies and not with their agents
v. The pre-qualification exercise shall not be construed as a commitment on the part of Apapa Iganmu Local Council Development Area to award any contract
vi. Apapa Iganmu Local Council Development Area will not be responsive for any cost of expenses incurred by any interested party(ies) in connection with responses to this invitation
vii. Interested eligible applicants may obtain further information at the procurement off Apapa Iganmu Local Council Development Area 41, Gaskiya College Road, Badia, Ijora, Lagos State
viii. Non-refundable fee of N10,000 for bidding documents.
SUBMISSION OF EOI/PRE-QUALIFICATION DOCUMENTS
Applications must be enclosed in sealed envelope as indicated in note (ii) above and address to the Executive Chairman Apapa Iganmu Local Council Development Area and submitted to Procurement Unit on or before 12:00noon on Friday 9th August 2024.
BID OPENING
Bids will be opened in the presence of bidder’s representatives who choose to attend on 12:00noon on Friday 9th August 2024 at the Council Multipurpose Hall in Apapa Iganmu Local Council Development Area Secretariat.
