Jigawa State Government- Invitation For Pre-Qualification/Invitation To Tender For Projects Execution (31 Lots)

INVITATION FOR PRE QUALIFICATION/INVITATION TO TENDER FOR PROJECTS EXECUTION
PROCUREMENT NO.: JG/MOWR/RWSTN/WORKS/NCB/2024/001

A. PREAMBLE
The government of Jigawa State in its effort to increase access to portable water supply in the rural communities wish to through the Rural Water Supply and Sanitation Agency (RUWASA), invite tenders from reputable contractors for the construction of 89no. Hand pumps, 35no. Solar powered water collection points, 1no. Generator water collection point, conversion of 1no. Generator water collection points to solar powered across 23 constituencies of the state (2024 CONSTITUENCY PROJECTS).

B. SCOPE OF WORK
The projects are divided into 1-31 as per details table below:

B. MANDATORY REQUIREMENT
Companies’ interests in the projects are to submit company profiles which must contain the following:
i. Certificate of incorporation with Corporate Affairs Commission
ii. Tax Clearance for the last three (3) years
iii. Evidence of Registration with Jigawa State Work Registration Board in relevant category
iv. Company’s Audited Accounts for the last one (1) years
v. Power of attorney
vi. Verifiable Evidence of Company’s Profile and technical qualification of key technical personnel registered with relevant professional bodies ( COREN, QSRBN, ARCON, CORBON etc.;
vii. That the company have fulfilled all obligations to pay taxes, pensions and social security contributions
viii. Evidence of similar projects executed (letters of Awards and Completion Certificates) at least three (3) within the last five (5) years.
ix. Description and list of relevant construction/civil work equipment
x. VAT registration and evidence of past remittance
xi. A sworn affidavit certifying as follow:
a. That the document submitted for the prequalification exercise are not only genuine but correct
b. That none of the director of the company has been convicted by any court law
c. That the company is not bankrupt
d. That none of the officers of Jigawa State/Local Government is a present or former director of the company

C. COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILE
Interested bidders are to visit Jigawa State e-procurement portal (http://jigawa-eproc.eurodyn.com/epps/home.do) to access and fill the bid documents after payment of a non-refundable Tender fee of thirty-five thousand naira only (N35,000.00) at RUWASA water supply and sanitation agency (RUWASA) Head office at Shuwarin, Dutse forms the date of publication of the advert and between 9:00 am to 4:00 pm Mondays at Fridays excepts on public holidays.

D. SUBMISSION OF TENDER DOCUMENT
Company profile with covering letter on company’s letter head should be scan and uploaded to the e-procurement portal and submitted online on or before 2:00pm Thursday 22nd August, 2024.
A scanned copy of bid security of not less than 2% of the bid price either in form of insurance bond or bank guarantee addressed to The Managing Director Rural Water Supply and Sanitation Agency (RUWASA) Shuwarin, Dutse Jigawa State should also be uploaded to into the portal.
Similarly, the original of the company’s profile, signed forwarding letter with attached bill, bid security and a copy of the sworn affidavit in hard copy should be send to The Managing Director Rural Water Supply and Sanitation Agency (RUWASA) Shuwarin, Dutse Jigawa State. Bids shall be valid for a period of 120 days (4months) after bid opening.

E. OPENING OF BIDS
Bids opening should take place online on Thursday 22nd August, 2024 by 2:00pm. However the bids opening will be visually projected same time at conference hall of RUWASA Shuwarin, Dutse Jigawa State
F. General information
However, bidders should note the following information
i. Bids submitted after deadlines for submission will be denied access to the portal
ii. Only financial bids of successful pre-qualified bidders will be opened
iii. This advert shall not be constructed as commitment on the part of Jigawa State Rural Water Supply and Sanitation Agency nor shall it entail a company to make any claims whatsoever from the Jigawa State Rural Water Supply and Sanitation Agency by virtue of such company having responded to this advert
iv. All cost will be borne by the bidders as The Jigawa State Rural Water Supply and Sanitation Agency will not be held responsible for any cost or expenses incurred by any interested party (i.e.) in connection with any response to this invitation.
v. The Jigawa State Rural Water Supply and Sanitation Agency reserves the right to annual the Procurement process at any time without incurring any liabilities
vi. Alternative bid will not be acceptable
vii. Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
