INVITATION FOR EXPRESSION OF INTEREST FOR CONSULTANCY SUPERVISION OF ROAD CONSTRUCTION/REHABILITATION PROJECTS
In line with His Excellency Governor Umar Namadi fca 12 Point Agenda among which is Urban Infrastructure and Rural Transformation, the Jigawa State Ministry of Works and Transport is hereby inviting interested reputable Civil Engineering Consultancy firms to Express their Interest for the supervision of any of the following proposed 40Nos Roads Construction and/or Rehabilitation projects across the State:
A. Construction Of 15Nos Rural Feeder Roads
B. Construction of 15km Dutse Capital Roads
C. Construction of Township Roads in 7 Urban Centers
D. Upgrading Of 6Nos Rural Feeder Roads to Surface Dressed Roads
E. Construction Of 6Nos Regional Roads (Asphatic Surfaced)
F. Asphaltic Concrete Overlay in 5No Roads
G. Maintenance of Failed Sections of 5 No Roads (2 No. bridges Inclusive)
SCOPE OF THE CONSULTANCY FOR THE SUPERVISION OF ROAD CONSTRUCTION PROJECT:
Consultants for Project Supervision and Management shall be required to produce Programme of Works and submit periodic Progress Reports of the project during the construction period. Resident supervision of the works entails compliance monitoring which includes checking the quality of materials being used for all the works; ensuring that quality tests are conducted on all materials used for the works and that the specifications are adhered to in all instances. The consultants should also ensure that the works are executed according to the approved design and drawings; including Quality Assurance/Quality Control Statements, Audits and procedures and presentation of innovative options where necessary. The Consultants should ensure joint measurement/valuation of works executed and capacity Building in project management and other modem design softwares of persons assigned to the project; etc
MANDATORY REQUIREMENTS:
(1) Certificate of Incorporation with Corporate Affairs Commission,
(2) Certified true copy of memorandum and Article of Association;
(3) Evidence of Registration with Jigawa State Due Process and Project Monitoring
(4) Bureau Works Registration. Registration with Jigawa State Ministry of Commerce (Business Premises)
(5) Tax Clearance for the last three (3) years.
(6) Audited Account for the last one (1) year;
(7) VAT Registration certificate and evidence of remittance;
(8) Evidence of similar project executed (letter of award and completion certificate) at least three (3) in the last five (5) years;
(9) Company’s profile including names of key professional staff registered with relevant professional bodies;
(10) That the companies have fulfilled all obligations to pay taxes, pensions and social security contributions;
(11) A sworn affidavit certifying as follows:
(i) That the document submitted for the exercises are not only genuine but correct
(ii) That none of the directors of the company has been convicted by any court of law
(iii) That the company is not bankrupt
(iv) That none of the officers of Jigawa State/Local Government is a present director of the company
(v) Any other relevant information that will help in determining the company’s suitability for the work;
4.0 Specific Requirements For Engineering Construction Supervision Consultancy Services:
a) Evidence of firm’s registration with COREN and other relevant professional bodies;
b) Evidence of Execution of Similar Projects in Federal or State agencies;
c) Methodology/Work Plan for Project Implementation and Validity of Offer;
d) Full details of key human resources of the organization whose experience and competencies are relevant to the project with their respective curriculum vitae, academic and professional qualifications (please indicate where available, evidence of membership of professional bodies).
5.0 Collection of EOI forms:
Expression of Interest for Consultancy Services Forms should be collected from The Director, Procurement, Ministry of Works and Transport, Dutse.
6.0 Method of Submission:
i) Expression of Interest for Consultancy Services must be submitted on or before 12 noon Thursday, 22nd August, 2024.
ii) ‘Construction Supervision’ etc. with the specific lot and name of the project (where applicable)
The documents must be submitted in sealed separate envelopes clearly marked and returned and addressed to:
