Borno State Ministry Of Agriculture And Natural Resources- Invitation To Tender For Various Supplies (4 Lots)

BORNO STATE MINISTRY OF AGRICULTURE AND NATURAL RESOURCES
INVITATION TO TENDER FOR VARIOUS SUPPLIES

1. The Borno State Government through the Ministry of Agriculture and Natural Resources in compliance with Borno State Bureau of Public Procurement law 2019 is desirous of procuring Food Stuff. Interested, reputable and suitably qualified Vendors/suppliers are hereby invited to submit bid. Furthermore, bidding will be conducted in lots and in accordance with the National Competitive Bidding Method and is open to all bidders.

2. ELIGIBILITY REQUIREMENTS
i. Evidence of registration with CAC, including Certified True Copy (CTC) of memorandum and Article of Associate, (form CAC 02 & 07)
ii. Evidence of Valid registration with Borno State Bureau on Public Procurement and payment of relevant fees.
iii. Evidence of Company’s Income Tax Clearance Certificate (TCC) for the last three years.
iv. Evidence of PENCOM (Current Pension Clearance Certificate).
v. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate.
vi. Audited financial report and account for the last three years,
vii. Company’s profile with Curriculum Vitae of relevant Professionals/Technical Staff to be deployed for the project.
viii. Evidence of financial capabilities
ix. Sworn affidavit from court of competent jurisdiction in Nigeria, disclosing as follows;

• That the company is not in receivership
• Compliance with Public Procurement Law 2019
• That the director(s) has/have never been convicted by any court of law
• That the company has not been debarred by any Government Agency
• NB: there is a waiver from item 4&5 for domestic tenderers (Borno State Indigenous Suppliers)

3. COLLECTION OF TENDER DOCUMENT
Interested eligible bidders may obtain further information and collect the tender documents from director planning research and statistics (DPRS) of the Ministry of Agriculture and Natural Resources, Musa Usman Secretariat, Maiduguri upon payment of appropriate non-refundable tender fee, form 27th September 2024 to 17th October, 2024

4. SUBMISSION OF TENDER
Completed Technical and Financial bids should be submitted in two (2) different envelopes labeled “technical Bid” and “Financial Bids” respectively with the company name indicated at the back of the envelope. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial) and addressed to: the Chairman Tenders Board, Borno State Ministry of Agriculture and Natural Resources, Musa Usman Secretariat, Maiduguri on or before 17th October 2024. Bidders are to ensure that they sign all pages of the Bidding Documents.

5. OPENING OF TECHNICAL DOCUMENTS
Tenders will be opened immediately after the date line for submission at 12:00noon, 17th October 2024, in the conference hall of the Ministry. Please also ensure that you sign the bid submission register, as the ministry will not be held liable for misplaced or wrongly submitted bids

7. NOTE:

• Tenders submitted after deadline of submission will be rejected.
• Borno state ministry of agriculture and natural resources is not bound to select any bidder and reserves the right to annual the procurement process at any time without incurring any liabilities in accordance with Section 30 of the Borno State Public Procurement Law, 2019.
• Any tender that does not comply with the above requirements or any form of deviation from the requirements will be rejected.
• Only eligible candidate that met the requirement of the ministry would be allowed to submit financial bid
