INVITATION FOR TENDER/PRE-QUALIFICATION FOR PROJECTS EXECUTION

1. INTRODUCTION
The Abubakar Tafawa Balewa University Teaching Hospital Bauchi was established to deliver timely health services, with effective supervision efficiently and economically as well as to provide capacity building and improve personnel through training and research. COALITION FOR EPIDEMIC PREPAREDNESS INNOVATIONS (CEPI) has allocated funds for the provision of CLINICAL TRAIL COMPLEX. Reputable and competent companies with relevant experience and good track records are hereby invited to indicate interest in the following:

2. SCOPE OF THE PROJECTS

3. ELIGIBILITY REQUIREMENTS
Suitable qualified companies are invited to submit three (3) bound copies of technical documents duly signed, paginated, separated and arranged in the order outlined hereunder:
a. Evidence of certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC1.1 and CAC2 and CAC7. Business name with form BN1 is also acceptable for services;
b. Evidence of Company’s Income Tax Clearance Certificate for the Last three (3) years valid till 31st December, 2024; with minimum average annual turnover(as stated in the TCC & concurrent with the audited accounts)
c. Evidence of pension Clearance Certificate valid till 31st December, 2024 (this requirements is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2024 (applicable where number of staff is at least 5 at least ₦ 50 million and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December 2024
f. Evidence of Firm’s Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g. Sworn Affidavit: Disclosing whether or not any officer of the relevant committees of the Abubakar Tafawa Balewa University Teaching Hospital Bauchi or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

h. Company’s Audited Accounts for the last three (3) years (2021,2022 and 2023) duly certified by auditor;
i. Evidence of Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project;
j. Company’s profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their license such as COREN, QSRBN, CORBON, SURCON etc.; and certified product specialists biomedical engineers in line with the approved SGF circular enforcing after sales maintenance services for the medical equipment;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l. Lot B1: letter of authorization from the original equipment manufacturers listed in the approved policy for procurement of health and medical equipment for tertiary hospitals in Nigeria;
m. Health and medical equipment: evidence of verifiable OEMs service Centre in Nigeria;
n. ICT jobs: Evidence of firms’ current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
o. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
p. For joint venture/partnership, a memorandum of understanding (MoU) should be provided indicating among others the lead partner (CAC, tax clearance certificate, pension clearance certificate, ITF compliance certificate, NSITF clearance certificate, IRR & sworn affidavit are compulsory for each JV partner)

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.) and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the standard bidding document (SBD) from the procurement office on evidence of payment of a non-refundable tender fee of N10,000.00 per lot, paid into the Abubakar Tafawa Balewa University Teaching Hospital’s remita account in any reputable commercial bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS
Interested companies are to submit 3 bound copies of pre-qualification documents, separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the chief medical director, Abubakar Tafawa Balewa University Teaching Hospital, off Yandoka Road, Bauchi PMB 0117, Bauchi, Bauchi state the envelope should be clearly marked (the name of the project and the LOT number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and should be dropped in the designated tender box located at the name and address of the bidder and should be dropped in the designated tender box located at the board room, new administrative building, of Abubakar Tafawa Balewa University Teaching Hospital, Bauchi during working hours daily not later than 2:00 pm on Thursday, 31st October, 2024.

6. OPENING OF THE TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 2:00 pm on Thursday, 31st October 2024, in the board room, new administrative building, of Abubakar Tafawa Balewa University Teaching Hospital, Bauchi. Please, ensure that you sign the bid submission register in the procurement office, as the ATBUTH will not be held liable for misplaced or wrongly submitted pre-qualification documents. 7. GENERAL INFORMATION
a. The Bids must be in English Language and signed by an official authorized by the bidder;
b. The Bids submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders.
d. Bidders can submit through post (courier service) but the hospital would not be liable to delivery at wrong address;
e. Note that due diligence will be carried out on all the claims made;
f. The Abubakar Tafawa Balewa University Teaching Hospital Bauchi in accordance with section 28 of the Public Procurement Act of 2007 is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities.
