INVITATION FOR PRE-QUALIFICATION AND TENDER IN RESPECT OF CONSTRUCTION AND EQUIPPING OF CARDIAC CENTER, EQUIPPING OF DIAGNOSTICS CENTER, AND CONSTRUCTION AND EQUIPPING OF CYRO-OXYGEN PLANT AT DUTSE
PROCUREMENT NO.: MOH/STB/XXXX/2024
Jigawa state government intends to, construct and equip Cardiac Centre, Equip Diagnostic Centre, and construct and equip cryo-oxygen plant in Dutse Jigawa state.
In compliance with jigawa state procurement law no.13 of 2019, the state ministry of health wishes to notify interested bidders to participate in the process.
2. PROJECT SCOPE:
The scope of the project is as follows:
LOT 1: construction and equipping of cardiac centre in dutse
LOT 2: equipping of diagnostic Centre in dutse
LOT 3: construction and equipping of cryo-oxygen plant in dutse
3. ELIGIBILITY REQUIREMENTS
Bidding document should be submitted along with the following documents:
I. Certificate of incorporation with corporate affairs commission
II. Certified true copy of memorandum and article of association
III. Evidence of registration with Jigawa State Works Registration Board
IV. Tax clearance certificate for the last three (3) years
V. Audited account for the last one (1) year
VI. VAT registration and evidence of past remittance
VII. Evidence of financial capability and banking support
VIII. Company’s average annual turnover of not less than N150 million
IX. That the company have fulfilled all obligations to pay taxes, pensions, ITF contributions and social security contributions
X. Evidence of execution and completion of similar projects at least 3 in the last 5 years
XI. Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc.
XII. A sworn affidavit certifying as follows:
a. That the document submitted for the pre-qualification exercise are not only genuine but correct
b. That none of the directors of the company has been convicted by any court of law
c. That the company is not bankrupt
d. That none of the officers of jigawa state/local government is a present or former director of the company
XIII. Any other relevant information that will help in determining the company’s suitability for the work
4. COLLECTION OF TENDER DOCUMENT
Bidding documents could be obtained upon payment of a non-refundable fee of five hundred thousand naira only (500,000) only for each of the lots to the state Ministry of health from Thursday 24th October, 2024 to Thursday 5th December, 2024 by 12:00 noon
5. SUBMISSION OF BIDDING DOCUMENT
1. Opening date is Thursday, 5th December 2024
2. Companies are to submit their bids to the office of the honorable commissioner ministry of health on or before Thursday, 5th December, 2024
3. A scanned copy of bid security of not less than 2% of the bid price either in form of an insurance bond or bank guarantee addressed to the honourable commissioner, Ministry of Health Jigawa state, dutse, jigawa state
4. Prequalification and financial bids should be submitted in two different sealed envelopes, (1 original and 2 photocopy in a bigger envelope) addressed to the honourable Commissioner Ministry of health, Block B New Secretariat Complex, Takur Dutse.
5. Similarly, the original of company’s profile, signed forwarding letter with attached bill, bid security and a copy of the sworn affidavit in hard copy should be sent to honorable commissioner, ministry of health jigawa state, dutse, jigawa state
6. Bids shall be valid for a period of 120 days (4 month) after bid opening
7. Bids submitted after the deadline for submission will be returned un-opened
8. This advert shall not be construed as commitment on part of the Jigawa State Ministry of health, nor shall it entail a company to make any claim(s) whatsoever and/or to be any indemnity from the Jigawa State Ministry of health by virtue of such company having responded to this advertisement
9. All costs will be borne by the bidders as the Jigawa State Ministry of health will not be held responsible for any cost or expenses incurred by any interested party i.e. in connection with any response to this invitation
10. The Jigawa State Ministry of health reserves the right to annul the procurement process at any time without incurring any liabilities
