1. The Federal Government of Nigeria through the Federal Ministry of Agriculture And Food Security has received financing from the World Bank and the L’Agence Francaise de Developpement (French Development Agency or AFD) and on-lent the financiang to nineteen participating state (Namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Ebonyi and Osun) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Construction of 63m Cross drainage Structures (CDS) on Six (6) Rural Roads in Ondo State. This contract will be financed by the L’Agence Francaise de Developpement (French Development Agency or AFD), World Bank and Ondo State Government. Procurement process will be governed by the World Banks Procurement Regulations.
2. The Ondo State Project Implementation Unit, Rural Access and Agricultural Marketing Project (RAAMP) now invites sealed bids from eligible bidders for the Construction of 63m Cross Drainage Structures as tabulated below;

Note: The projects involve Construction Of Cross Drainage Structures (Culverts) on six (6) existing rural feeder roads having a total length of 63m In Ondo State. The works include but not limited to; site clearance and earthwork, culvert and drains, as well as strict undertaking of social and environmental safeguard. The work is expected to be completed within 12months.
3. Bidding will be conducted through National Competitive Procurement Method using request of Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-Procurement in investment projects financing” November, 2020-fourth edition (Procurement Regulations) and is open to all eligible bidders as defined in the Procurement Regulations.
4. Interested eligible bidders may obtain further information from the State Project Coordinator Ondo State Rural Access and Agricultural Marketing Project (RAAMP), State project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.
5. The bidding document in English language may be purchased by interested eligible bidders upon the submission of a written application accompanied with evidence of payment to the address below and upon payment of a non-refundable fee of One Hundred Thousand Naira (N100,000.00) only. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below

7. Bids must be delivered to the address below on or before 12:00noon on 31th October 2024. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidder’s designated representatives and anyone who chooses to attend at the address below on 12:00noon on 31th October 2024.
8. All bids must be accompanied by a “Bid Securing Declaration” as indicated on the above table.
9. Attention is drawn to the Procurement Regulation required the borrower to disclose information on the successful bidding’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure form as included in the bidding document.
