INVITATION FOR PREQUALIFICATION/BIDDING FOR PROJECTS EXECUTION
In pursuance of the programme of the Government of Enugu State of Nigeria for Educational transformation at the Basic Education level and in compliance with the requirements of the Enugu State Procurement law 2021 hereby invite interested, competent, and reputable contractors with proven experience to indicate their interest and tender for the construction of civil works and supply for furniture and other Educational Materials for 1st – 4th Quarter 2024 UBEC/ENSUBEB Intervention Projects.
SCOPE OF WORKS AND SUPPLIES
1. Construction of 9 NOs. 22 classroom Blocks + 6 offices + 1 Clinic + 2 staff rooms + 2 labs + 47 Toilets with Terrazzo floor finish and ceramic wall tiles for the Toilets in 9 schools.
2. Reconstruction of 1 NOs. 7 classroom Blocks + 2 Offices in 1 school with Terrazzo floor finish.
3. Reconstruction of 1 NOs. 7 classroom Blocks in 1 school with Terrazzo floor finish.
4. Reconstruction of 2 NOs. 3 Class Room Blocks in 2 schools with Terrazzo floor finish.
5. Reconstruction of 2 NOs. 2 Class Room Blocks in 1 school with Terrazzo finish floor.
6. Reconstruction of of 6 NOs. 8 Class Room Blocks + 1 office (upstairs) in 2 schools with Terrazzo floor finish.
7. Reconstruction of 1 NOs. 3 Class Room Blocks + office in 1 school with Terrazzo floor finish.
8. Reconstruction of 1 NOs. 5 Class Room Blocks + 2 offices in 1 school with Terrazzo floor finish.
9. Construction of solar powered water boreholes + tank and tank stand in11 nos schools.
10. Procurement of Tables MBF/Iron and Plastic Chairs for ECCDE pupils.
11. ECCDE Tables.
12. Computer Tables (Double) with MBF Plywood.
13. Computer Tables (single) with MBF Plywood.
14. Teachers Desk with 2 Armless Chairs and One Arm Chair.
15. 2-in-1 Seater Desk with MBF/Iron Plywood.
16. Pupils Chairs with MBF/Iron Plywood.
17. SMART Interactive Digital Board (42”).
18. Desktop Computer.
19. 3-in-1 Seater Desk with MBF/Iron Plywood.
20. Toyota Hilux (2024 Model).
21. HP Laptop Computers.
ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC).
ii. Evidence of current company income Tax Clearance certificate for the last three (3) years ending December 2024.
iii. Evidence of current pension compliance certificate.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate.
vi. A Sworn Affidavit disclosing whether or not any officer of the relevant committees of the ENSUBEB or the Bureau of Public Procurement is a former or present Director, shareholder or has any peculiar interest in the bidder and to confirm that all information/documents provided in its bid are true and correct in all particulars.
vii. Company’s audited accounts duly stamped and signed by ANAN/ICAN Licensed Auditors for the past three (3) years.
viii. Evidence of financial capability by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facilities for the execution of the project when needed.
ix. Verifiable list of executed jobs (Letters of Awards and certificate of practical job completion etc.).
x. Company profile with the Curriculum Vitae of Key staff to be deployed for the project, including copies of their academic/professional qualifications (In case of construction, COREN, QSRBN, ARCON, CORBON, etc.).
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
xii. Evidence of ownership or lease agreement for relevant equipment, machines, tools and workshop where necessary etc. (for category A – works projects).
xiii. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter head paper bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, (preferably GSM No.) and email address. The letter head paper must bear the names and nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
xiv. Evidence of registration as contractor with Enugu State Ministry of works and Infrastructure.
xv. Evidence of registration as contractor with Enugu State Universal Basic Education Board, (Registration fee of N100,000.00 for New contractors wishing to work with ENSUBEB, paid into the State IGR account).
COLLECTION OF TENDER DOCUMENTS FOR BUILDING AND SUPPLIES
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the HOD (PROCUREMENT) ENSUBEB on evidence of payment of a non-refundable fee of N20,000.00 Per LOT, paid into the Enugu State Pay-Direct Account in any commercial bank.
SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the LOT desired, hard copies of the technical and financial bids packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid” thereafter, put the two envelopes together in a bigger sealed envelope addressed to the Executive Chairman, Enugu State Universal Basic Education Board, Independence Layout Enugu State, and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelopes should have the name and address of the bidder and should be submitted in the designated tender box at ENSUBEB, not later than 12 noon on January 2, 2025.
OPENING OF BID
All technical and financial bids will be opened after the deadline for submission on January 3, 2025 by 10:00 at ENSUBEB premises in presence of bidders or their representatives. Please ensure that you sign the bid submission register in the office of Executive Chairman ENSUBEB, at Independence Layout Enugu State. ENSUBEB will not be held liable for misplaced or wrongly submitted bids.
IMPORTANT NOTICE;
a. The list of Schools for intervention has been pasted on the notice board of Enugu State Universal Basic Education Board.
b. Bid must be in English language signed by an official authorized by the bidder.
c. Bid submitted after the deadline for submission would be returned un-opened.
d. All cost will be borne by the bidders.
e. Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bid opening while the financial bids of unsuccessful bidders will be returned un-opened.
f. ENSUBEB is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement act 2007.
