INVITATION FOR TECHNICAL PROPOSAL AND FINANCIAL BIDS FROM INTERESTED BIDDERS FOR PROJECTS UNDER 2024 APPROPRIATION OF THE CROSS RIVER BASIN DEVELOPMENT AUTHORITY
1.0 INTRODUCTION
1.1 The Cross River Basin Development Authority (CRBDA) is a Parastatal of the Federal Ministry of Water Resources and Sanitation charged with Comprehensive Development of Surface and Ground Water Resources, Flood and Erosion Control, Agricultural Land Development/Dam and Irrigation works etc. Akwa Ibom and Cross River States. The Authority intends to carry out Procurement for the below listed projects under its 2024 Appropriation.
1.2 The Cross River Basin Development Authority hereby invites Bids and Proposals from Interested, eligible and reputable, Contractors/suppliers for the execution of the listed Projects in the 2024 Appropriation under the following categories:
2.0 CATEGORY
SERVICES: LOT 1
- A1. Human Capital development in Songhal Farm in the Three Senatorial Districts of Akwa Ibom State
- A2. Human Capital development in Songhal Farm in the Three Senatorial Districts of Cross River State
- A3. Institutionalization of Human Capital development at the National Water Resources Institute Kaduna State
WATER: LOT B
- B1. Provision of Solar powered Boreholes and reticulation in Ogoja and Yal LGA’s of Ogoja/Yala Federal Constituency, Cross River State.
WORKS: LOT C
- C1. Construction of All-in-One Solar street light in Cross River Central Senatorial District.
3.0 COLLECTION OF TECHNICAL AND FINANCIAL DOCUMENTS
3.1 Technical and Financial Documents for the above Lots will be available for collection at the office of the Head of Procurement Cross River Basin Development Authority P.M.B. 1249, Basin Town, Calabar from 20th January 2025 to 17th February 2025 from 9am to 4pm daily, upon presentation of evidence of payment of non-refundable tender fee of ₦10,000 (Ten Thousand Naira) only per Lot, into the Authority’s Account below:

4.0 ELIGIBILITY CRITERIA
Bidders are to provide the following as minimum prequalification requirements for the project of their choice;
I. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including form CAC2 and CAC7.
II. Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2021, 2022 and 2023) valid till 31st December, 2024 with minimum average turnover for each project.
III. Evidence of Current Pension Clearance Certificate valid till 31st December, 2024.
IV. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024.
V. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2024.
VI. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024 or valid Certificate issued by BPP (Bureau of Public Procurement).
VII. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Cross River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidd4er and to confirm that all information presented in its bid are true and correct in all particulars;
VIII. Company’s Audited Accounts for the last three (3) years dully stamped i.e. 2021, 2022 & 2023.
IX. Evidence of financial capability to execute the project by submission of reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
X. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON, etc.)
XI. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates.
XII. List of Plants/Equipment with proof of Ownership/Lease Agreement;
XIII. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
XIV. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address.
XV. The Letterhead paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
5.0 CLOSING DATE FOR SUBMISSION OF BIDS AND PROPOSALS
Two copies each of completed technical/proposal and Financial bid documents (One Electronic copy in Microsoft Excel format) shall be submitted in separately sealed envelopes and labeled “TECHNICAL” & “FINANCIAL” also stating clearly “LOT NUMBER & PROJECT TITLE”. Thereafter put both envelopes into a bigger envelope seal properly and addressed to:

5.1 The closing date for the submission of bids and Proposals in respect of all projects is on or before 12 noon, on 17th February 2025
5.2 Opening of technical bids and proposals
Only Technical Bids and Proposals will be opened immediately after the deadline at 12 noon on 17th February 2025 at the Authority’s Conference Centre, Basin Town, M/M Highway, Calabar.

7.4 This advertisement should be regarded as a PUBLIC Invitation to all interested bidders, Non-Governmental organizations working with transparency and Accountability and relevant Regulatory and Professional bodies to attend the Bid opening sessions.
