INVITATION FOR PRE-QUALIFICATION FOR TETFUND 2024 ICT SUPPORT INTERVENTION
1. INTRODUCTION
The management of Jigawa State Polytechnic Dutse, in compliance with the requirement of the Public Procurement Act 2007 and other extent government regulations hereby invites interested, eligible, experienced and competent contractors/suppliers for pre-qualification to execute its TETFUND 2024 ICT support intervention projects.
2. SCOPE OF WORKS
LOT 1: supply and installation of solar power
LOT 2: supply and installation of hardware and networking equipment
3. ELIGIBILITY REQUIREMENTS
All interested contractors/suppliers are required to submit copies of the under listed documents;
a. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC)
b. Evidence of Companies Income Tax Clearance Certificate for the Last three (3) years i.e. 2022 2023 and 2024 respectively
c. Evidence of current PENCOM compliance Certificate valid till 31st December, 2025
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2025
e. Evidence of Nigeria social Insurance Trust Fund compliance Certificate Valid till 31st December 2025;
f. Evidence of registration on the national database of federal contractors, consultants and service providers by submission of interim registration report (IRR) expiring on December, 2025; or certificate issued by BPP.
g. Sworn affidavit Disclosing whether or not any officer of the relevant committees of the Jigawa state polytechnic, Dutse or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; also, the company is not in receivership, insolvent or bankrupt and that no director of the company (past and present) has ever been convicted as criminal offence relating to fraud or financial impropriety in any court of law
h. Company’s audited accounts for the last three (3) years i.e. 2022, 2023 and 2024 respectively
i. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facilities for the execution of the project when needed
j. Company’s profile with the Curriculum Vitae of key Staff to be deployed to the project, including copies of their Academic/Professional qualifications
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of awards Certificates of practical completion
Note; all documents for submission must be transmitted with a covering letter/forwarding letter under the company/firms letterhead paper
4. COLLECTION OF TENDER DOCUMENTS
All pre-qualified bidders are to collect the standard bidding documents (SBD) from the office of the director of procurement Jigawa state polytechnic Dutse Administrative block with an evidence of payment of non-refundable fee of N10,000.00 payment shall be made in favor of Jigawa state polytechnic Dutse. Remita account in any reputable commercial bank in Nigeria
5. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit pre-qualification documents for each lot desired two hard copies of the technical bids packaged in sealed envelopes and marked as technical bids and addressed to the registrar Jigawa State Polytechnic Dutse and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidders and drop at registrar’s office not later than 12:00 noon on 6th March 2025.
6. OPENING OF PRE-QUALIFICATION DOCUMENTS
The pre-qualification documents will be opened immediately after the deadline for submission not later than 12; 00 noon on Thursday, 6th march, 2025 at the academic board chamber of the polytechnic in the presence of the bidders or their representatives. Please, ensure that you sign the bid submission register in the office of the registrar Jigawa State Polytechnic Dutse, as the Jigawa State Polytechnic Dutse will not be liable for misplaced or wrongly submitted bids.
7. GENERAL INFORMATION
a. Pre-qualification documents must be in English language and sign by an official authorized by the bidder
b. Pre-qualification documents submitted after the deadline for submission would be returned unopened
c. All costs will be borne by the bidders
d. The pre-qualification documents will be opened in the presence of the bidders or their representatives
e. Only pre-qualified bidders will be invited at a later date for purchase and collection of tender documents
f. The Jigawa State Polytechnic Dutse Is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007
