INVITATION FOR PRE-QUALIFICATION AND TENDER FOR PROJECTS EXECUTION
1. INTRODUCTION
The State University of Medical and Applied Sciences, Igbo-eno, Enugu state, pursuant to its mandate and in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations wishes to invite interested, competent/qualified and experienced contractors/firms with relevant experiences and good track records of prompt delivery of similar projects to be pre-qualified for the procurement of science laboratory equipment.
2. SCOPE OF SUPPLY:
S/N DESCRIPTION LOT 1 Procurement of laboratory equipment for the faculty of pre-clinical sciences LOT 2 Procurement of laboratory equipment for the faculty of pharmacy LOT 3 Procurement of laboratory equipment for the faculty of allied health sciences
The scope of project above shall be detailed in the bidding documents to be issued
3. ELIGIBILITY REQUIREMENTS:
a. Evidence of certificate of incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7
b. Evidence of tax clearance certificate for the last 3 years i.e. 2021, 2022 and 2023 valid till 31st December, 2024.
c. Evidence of current pension compliance certificate valid till 31st December, 2024.
d. Evidence of current industrial training fund (ITF) valid till 31st December, 2024.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2024
f. Evidence of registration on the national database of federal contractors, consultants and services providers by submission of interim registration report (IRR) expiring on 31/12/2024 or valid certificate issued by BPP (Bureau of Public Procurement)
g. Evidence of current computer professional’s registration council of Nigeria (CPN) and National Information Technology Development Agency (NITDA) certificate valid till 31st December, 2024.
h. Company’s audited accounts for the last three (3) years i.e. (2021,2022,2023)
i. Sworn affidavit disclosing whether or not any officer of relevant committees of the state university of medical and Applied Sciences, Igbo-eno, Enugu State or the bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
j. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
k. Company’s profile with the curriculum vitae of key staff.
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects.
m. For joint venture/partnership[, memorandum of understanding (MOU) should be provided indicating the duties and responsibilities of individual firm constituting the joint venture
n. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm letterhead paper bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferable GSM NO.), and e-mail address. The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit pre-qualification documents, one (1) hard copy packaged in a sealed envelope and clearly marked as “technical; bid” addressed to: the head, procurement unit, state university of medical; and applied sciences, Igbo-eno, Enugu state and clearly marked with procurement of science laboratory equipment.
Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder and drop in the designated tender box no later than 12:00 noon on Tuesday, 4th March, 2025.
5. OPENING OF PRE-QUALIFICATION DOCUMENTS
The prequalification documents will be opened immediately after the deadline for submission at 12 noon on Tuesday, 4th March 2025 at the vice-chancellor conference room, State University of medical and applied sciences, Igbo-eno, Enugu state in the presence of bidders or their representatives. Please, ensure that you sign the bid submission register in the office of the head procurement unit, as State University of Medical and applied sciences, Igbo-eno, Enugu state will not be held liable for misplaced or wrongly submitted bids, only successfully pre-qualification bidders will be invited at a later date for financial bid.
6. GENERAL INFORMATION
a. Bids must be in English language and signed by the official authorized by the bidder
b. Bids submitted after the submission deadline will be returned unopened
c. All costs will borne by the bidders
d. Akanu Ibam Federal Polytechnic, Unwana is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
