INVITATION FOR PRE-QUALIFICATION AND TENDER FOR PROJECTS EXECUTION
1.0 INTRODUCTION
The Management of Akwa Ibom State College of Education, Afaha Nsit, Akwa Ibom State intends to execute the following projects under YEARS 2017/2018/2019/2020 (MERGED) AND YEAR 2021/2022/2023/2024 (MERGED) TETFUND PROJECT MAINTENANCE INTERVENTION. Consequently, interested, competent and qualified contractors/suppliers are invited to submit technical and financial bids for the projects.
2.0 SCOPE OF PROJECT
Lot 1: Renovation of School of Languages Building
Lot 2: Renovation of Lecture Theatre Building
3.0 ELIGIBILITY REQUIREMENTS:
a. Evidence of Certificate of Incorporation with Corporate Affairs Commission;
b. Evidence of Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025;
c. Company profile showing details of accomplished projects with evidence(s), list of staff, Equipment and registered membership certificates.
d. Bank Re4ference Letter.
e. List of similar and verifiable projects successfully executed by the Company (at least 3) with locations, Letters of award within the past three years.
f. Evidence of Compliance with ITF registration requirement.
g. Evidence of Compliance with PENCOM registration requirement.
h. Evidence of Compliance with NSITF registration requirement.
i. Evidence of Compliance with BPP registration requirement.
j. Sworn Affidavit.
k. Audited Accounts for the last three (3) years, and duly stamped by licensed Auditor.
4.0 COLLECTION OF TENDER DOCUMENTS
The Tender document are to be collected from the Procurement Unit between 10.00am to 3.00pm on working days with evidence of payment of N10,000 per lot.
5.0 SUBMISSION OF TENDER DOCUMENTS
Interested bidders are to submit tender document in two (2) separately envelopes appropriately marked ‘’Technical Bid’ and “Financial Bid”. The two envelopes shall be enclosed in one larger envelope and address to:

The closing date for submission is Wednesday 16th April, 2025 by 12:00 noon.
6.0 OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon, Wednesday, 16th April, 2025 at the College Chambers. All bidders or their representatives are hereby invited to attend the bid opening, while the Financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the office of the Head of Procurement Unit, as Akwa Ibom State College of Education, Afaha Nsit, Akwa Ibom State will not be held liable for misplaced or wrongly submitted bids. Only successful pre-qualified bidders will be invited at a later date for financial bid opening, while the financial bids of un-successful bidders will be returned un-opened.
7.0 GENERAL INFORMATION
a. All submission must be in English Language and signed by an official authorized by the bidder;
b. The evaluation of the received documents shall be strictly based on the requirements specified in this invitation to tender.
c. The publication is for information only and does not constitute an offer by the Akwa Ibom State College of Education, Afaha Nsit, Akwa Ibom State tpo transact with any party for the project, nor does it constitute a commitment or an obligation on the part of the College to award the contract to any contractor or agenct.
d. The Akwa Ibom State College of Education, Afaha Nsit, Akwa Ibom State is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
