INVITATION TO TENDER FOR PROJECTS EXECUTION
1. INTRODUCTION
In compliance with due process requirements for procurement of Works, Goods and Services in Federal Government Ministries, Department and Agencies, the Federal College of Education, Zaria intends to rehabilitate it Male Students Hostel for its Year 2024 Capital Projects. The College invites interested, competent and reputable contractors to their Technical and Financial Bids.
2. SCOPE
- REHABILITATION OF MALE STUDENTS HOSTEL
3. ELIGIBILITY REQUIREMENTS
Interested bidders must meet the following requirements
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7 or alternative approve documents;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years – valid till 31st December, 2025; with minimum average annual turnover of N20 million;
c. Evidence of current Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of National Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Federal College Of Education, Zaria is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years (2022, 2023 and 2024);
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as (E.G. COREN, OEM etc.);
k. Verifiable documentary/evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects in the listed order;
l. List of Plants/Equipment with proof of Ownership/Lease Agreement (where applicable);
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect Standard Bidding Document (SBD) from the Procurement Office of the College, second floor, Room 34 in the Administrative Building with an evidence of payment of a non-refundable fee of N10,000.00. Payment shall be made in favour of Federal College of Education, Zaria’s Remita account in any reputable commercial Bank in Nigeria.
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for the project containing two (2) hard copies each of the technical in a SEALED envelope, (2) hard copies of financial bid with a soft copy in MS Excel format also packaged in a SEALED envelope. Both envelopes must be clearly marked as “Technical Bid” or “Financial Bid” respectively. Thereafter, put the sealed envelopes together in a BIGGER SEALED envelope addressed to The Provost, Federal College of Education, Zaria clearly marked “Pre-Qualification and Tender for the Rehabilitation of Male Students Hostel”. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Procurement Office of the College, second floor, Room 34 in the Administrative Building not later than 2:00pm on Monday April 14th, 2025. Please ensure that you sign the Bid Submission Register and collect receipt of submission immediately. Note that the College will not be held liable for any wrongly submitted bid.
6. OPENING OF BIDS
The technical bids will be opened immediately after deadline for submission by 2:00pm on Monday April 14th, 2025 in the College Conference Room second floor of the Administrative Building, in the presence of bidders or their representatives, while the financial bids will be kept un-opened.
7. GENERAL INFORMATION
a. Bids must be English Language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. All documents section above, followed by items (a) to (m) of the same section;
d. The College will verify any or all documents submitted in a bid and shall disqualify any bidder whose documents are found to be false;
e. The College shall report any bidder that is found to have submitted false documents to the relevant authorities for prosecution;
f. All pages in a bid must be numbered and signed by the authorized personnel of the firm;
g. All costs will be borne by the bidders;
h. The Federal College of Education, Zaria is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
