The Federal Government of Nigeria has received financing from the World Bank, European Investment Bank (EIB) and Agence Française de Développement (AFD) and intends to apply part of the proceeds toward payments under the contract for the Civil Works for Refurbishment of Data Center (DC), Disaster Recovery Facilities (DRC), and ID CERT SOC Buildings of the National Identity Management Commission
The Project Implementation Unit, Nigeria Digital Identification for Development Project now invites sealed Bids from eligible Bidders for the underlisted 3 Lots. Please note that Bidders have the choice for bidding for any Lot of their choice, However, No Bidder would be allowed to bid for more than 2 Lots. Those Bidding for two lots must ensure they are technically qualified and should submit the bids separately and labelled accordingly.
- Lot 1: Civil Works for Refurbishment of Data Center (DC – NIMC HQ),
- Lot 2: Civil Works for Refurbishment of Disaster Recovery Facilities (DRC – Minna NIMC Office),
- Lot 3: Civil Works for Refurbishment of ID CERT SOC Buildings (NIMC HQ)
Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from the Project Implementation Unit of the Nigeria Digital Identification for Development Project (ID4D): Procurement@nigeriadid4d.org, David.ihiabe@nigeriadid4d.org and inspect the request for Bid document during office hours 0900 to 1700 hours at the address given below.
The request for bid document in English Language may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty-Five Thousand Naira. The method of payment will be by direct payment to the following account details. The document will be sent by email.

Bids must be delivered to the address below on or before 12:00 noon local time on 9th April 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes will contain two envelopes, one TECHNICAL and the other FINANCIAL, this can be marked “ORIGINAL BID” and a copy. The inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below in the Conference Room , Ecosystem Building, 12 Noon 9th April 2025 All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
All Bids must be accompanied by a Bid Security as scheduled below:
Lot 1: N10,000,000.00
Lot 2: N5,500,000.00
Lot 3: N1,900,000.00
The successful Bidder shall submit the Beneficial Ownership Disclosure Form in accordance with the requirements of the RFB.
