INVITATION TO TENDER FOR THE EXECUTION OF 2025 CAPITAL PROJECTS
1. INTRODUCTION:
The Federal Teaching Hospital, Owerri was appropriated funds in the 2025 Appropriation Act for the execution of its Capital Projects. In compliance with the Public Procurement Act (PPA) 2007,the Federal Teaching Hospital Owerri hereby invites all interested and eligible Contractors/ Suppliers with relevant experience to Tender for the following Capital Projects:

3. ELIGIBILITY REQUIREMENTS
Interested bidders shall present the following documents in their Technical Tender:
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms/CAC 1.1 or CAC 2 and CAC 7;
(b) Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2022, 2023,2024)valid till 31st December, 2025; with minimum average annual turnover of N50 million;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2025; (applicable where number of Staff is at least 15);
(d) Evidence of Industrial Training Fund (ITF) compliance Certificate valid till 31st December,2025 (applicable where number of Staff is at least 15 or N50 million turnover);
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December,2025;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by the BPP;
(g) Sworn affidavit, disclosing whether or not any officer of the relevant Committees of the Federal Teaching Hospital, Owerri or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years: 2022, 2023 and 2024
(i) Evidence of Financial Capacity to execute the Project by submission of Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the projects when needed;
(j) Company’s Profile with Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc;
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job completion certificates and photographs of the projects;
(l) List of Plants/Equipment with proof of Ownership/lease Agreement (where applicable);
(m) For Joint Ventures/Partnership, Memorandum of Understanding (MOU) should be provided. (CAC, Tax Clearance, Pension Clearance Certificate, ITF Compliance Certificate and NSITF Clearance Certificate, IRR and Sworn Affidavit are mandatory for each JV Partner);
(n) All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO) and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect Standard Bidding Documents (SBD) from the Office of the Director/Head, Procurement, First floor of ABC (Admin.) Complex, Federal Teaching Hospital, Owerri (between 8.00 hours-16hours) (Monday- Friday) on presentation of evidence of payment of a non-refundable tender fee sum of 15,000.00 (Fifteen thousand naira) only per lot paid into the Federal Teaching Hospital, Owerri’s Remita account in any reputable Commercial Bank in Nigeria. The teller of this payment should be converted to the Hospital Receipt at Finance and Accounts Department of the Hospital.
5.0 SUBMISSION OF TENDER DOCUMENTS
Two (2) hard copies each of Technical and Financial Bids and with soft copy of Financial Bid only in (Ms Excel format in a flash drive) packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter put the two Sealed envelopes together in a bigger sealed envelope with name of Bidder, address and phone number addressed to; The Chief Medical Director, Federal Teaching Hospital, Owerri and clearly marked with the Project name and Lot number. Furthermore the reverse side of the sealed envelope should bear the name and address of the Bidder and dropped in the designated Tender Box located at the Office of the Chief Medical Director Federal Teaching Hospital, Owerri not later than 1.00pm on Thursday 29th May, 2025, Bidders are to sign the Bid submission register in the Office of the Head, Procurement Department, Federal Teaching Hospital, Owerri.
6.0 OPENING OF TECHNICAL BIDS:
The Technical Bids will be opened immediately after the deadline for submission at (1.00pm) on Thursday 29th May,2025 at the Training Centre, 1st floor (back), Diagnostic Centre, while the Financial bids will be kept unopened. Note that, the Centre will not be held liable for misplaced or wrongly submitted Bids.
7.0 GENERALINFORMATION:
(a) Bids must be in English language and signed by an official authorized by the bidder.
(b) Bids must be in Naira Currency.
(c) Bids submitted after the dateline for submission would be returned un-opened.
(d) Applicants should not bid for more than two (2) lots; violation is disqualification in all lots.
(e) All costs will be borne by the Bidders.
(f) Only Technical qualified bidders will have their financial Bids opened, while financial bids of unsuccessful bidders will be returned un-opened.
(g) The Technical Bid will be opened in the presence of Bidders or their representatives, CSOs, in the area of Anti-Corruption and Transparency and Private Professional Bodies.
(h) The Federal Teaching Hospital, Owerri is not bound to pre-qualify any Bidder and reserves the right to annul the process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
(i) This advertisement shall not be construed as a commitment on the part of the Hospital or shall it entitle Bidders to make any claims or seek any indemnity from the Hospital by virtue of their response to the advertisement.
