REQUEST FOR QUALIFICATIONS (RFQ) DAVID UMAHI FEDERAL UNIVERSITY OF HEALTH SCIENCES PUBLIC-PRIVATE PARTNERSHIP (PPP) OPPORTUNITY DESIGN, FINANCE, BUILD, OPERATE, AND TRANSFER (DFBOT) OF A SHOPPING MALL

1.0 INTRODUCTION
The Management of David Umahi University of Health Sciences (DUFUHS) invites reputable private developers/investors to submit Expressions of Interest (EOI) for the development of a modern shopping mall within the university campus under a Design, Finance, Build, Operate, and Transfer (DFBOT) Public-Private Partnership (PPP) arrangement, in strict compliance with the Infrastructure Concession Regulatory Commission (ICRC) Act, 2005 (Section 4) and National Policy on Public-Private Partnership.

2.0 Project Scope:
The proposed shopping mall shall include, but not be limited to, the following facilities:

  • Two (2) Banking Halls
  • Printing Press Section
  • Bookshop
  • Business Centre
  • Eatery/Restaurant

The facility is intended to serve the university community, providing essential commercial services in a conducive and modern environment.

2.0 Eligibility Criteria:
Interested firms must demonstrate:
1. Proven experience designing, financing, constructing, and operating similar commercial real estate projects.
2. Financial capability to undertake the project (minimum turnover and evidence of funding capacity).
3. Technical competence, including relevant certifications (COREN, SON, etc.).
4. Compliance with the ICRC Guidelines for PPP Projects (Sections 4 & 5 of the ICRC Act, 2005).
5. Valid company registration with the Corporate Affairs Commission (CAC), PENCOM, ITF, NSITF, and Tax Clearance Certificates.
6. Evidence of Registration on the National Database of Federal Contractors and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or a valid Certificate issued by BPP

3.0 Submission Requirements:
Interested firms should submit:

  • Company profile with verifiable track record.
  • Evidence of past similar projects (photos, completion certificates).
  • Audited financial statements for the last three (3) years.
  • Certificate of Incorporation with CAC, PENCOM, ITF, NSITF, and Tax Clearance Certificates.
  • Interim Registration Report (IRR)
  • PPP/DFBOT project experience (if any).
  • Technical and financial proposal (Concept Note).

4.0 Submission Deadline:
All submissions must be delivered in hard copies addressed to The Vice Chancellor, David Umahi Federal University of Health Sciences, Uburu, Ebonyi State, and marked (“Expression of Interest – DUFUHS Shopping Mall PPP Project”) boldly written at the back of the envelope). not later than 12:00 noon on Tuesday, 17th June 2025. Please ensure that you sign the bid submission register in the Procurement Unit of the University, as the University will not be held liable for misplaced or wrongly submitted.

Note: In accordance with the ICRC due process guidelines, only shortlisted firms will be contacted for the next stage (Request for Proposal—RFP).
