FINAQUEST INTEGRATED RESOURCES LIMITED
REQUEST FOR PROPOSALS FOR NATIONAL LEVEL SUPPORT FOR END-TO-END IMPLEMENTATION OF HEALTH SECTOR STRATEGIC BLUEPRINT (HSSB) 2024-2027 ORGANIZATION CYCLE (ONE PLAN, ONE BUDGET, ONE REPORT AND ONE CONVERSATION)

1. Purpose
The purpose of this Terms of Reference is to engage a reputable Technical Service Organization (TSO) to support the interested organization in the following areas:
a) Support the development of the Costed MEARL Plan for HSSB
b) Support to M&E Technical Working Group (TWG) on Coordination of MEARL Implementation at the National level
c) Support the digitization of the AOP Tool incorporating the Budget Preparation and Performance review modules, including Technical Service Support for one year

2. Scope of Work

2.1. Support for Development of the MEARL Plan for HSSB
The Core Team constituted to guide the development of the plan has recommended and received approval to integrate Accountability, Research and Learning plans to produce a Monitoring, Evaluation, Accountability, Research and Learning (MEARL) Plan for the HSSB. As part of the M&E, it is expected that the HSSB will be updated annually based on the findings from Quarterly Reviews and JARs and in time to incorporate the updates to the Blueprint, Results Framework and Indicators in the development of AOP for the subsequent year.

The Scope of Work includes:

  • Articulation of the Theory of Change and Development of Result Framework for the HSSB
  • Development of SMART Output, Outcome and Impact Indicators and integration of HOPE DLIs and Indicators related to MAMII and Presidential Deliverables into One Indicator Matrix
  • Completion of the HSSB Monitoring, Evaluation, Accountability, Research and Learning (MEARL) Plan
  • Validation of the MEARL Plan
  • Periodic Review and Update of the HSSB Theory of Change, Plan and Results Framework to reflect Changes in Underlying Assumptions, Policy Development and Review Findings

2.2 Support for M&E Technical Working Group (TWG) on Coordination of MEARL Implementation at the National Level.
An effective M&E of the HSSB requires considerable efforts to address the challenges with coordination, indicators and data, including consistency in indicator definition and measurement across subnational levels, baseline documentation and data harnessing from departments, agencies and programs at subnational levels. The M&E TWG will guide the quarterly reviews and their harmonization into a National Quarterly Review. The M&E TWG will also coordinate the Evaluation, Accountability, Research and Learning Components of the MEARL Plan.

The Scope of Work includes support for

  • Validation of Indicators and Dictionary for Use at all Levels
  • Compilation and Harmonization of Indicator Baselines
  • TWG Coordination of Quarterly Review and JAR at all Levels
  • TWG Coordination of Evaluation, Accountability, Research and Learning Components

2.3 Support the digitization of the End-to-End Organization Tool including the AOP, Budget Preparation and Performance Review modules

Due to the country’s fiscal federalism and decentralization, the operationalization of the organization’s One Plan, One Budget and One M&E requires Planning, Budgeting and M&E implementation to occur at all Subnational Levels simultaneously, and the outputs harmonized into a single national output. In the last AOP cycle, the time lag between completion of AOPs at Subnational Levels to the finalization of the National AOP was about three months, due mainly to quality assurance, reviews/updates, and harmonization processes. Digitization of the AOP Tool is estimated to cut the delay to within three weeks.

The integration of the organization’s One Plan, One Budget and One Report Platforms into a Single digitized Tool will be a boon to accountability for resources and results desired by the organization of interest. Presently, the AOP Tool has platforms for One Plan and One Budget, and a Performance Monitoring Plan (PMP) with indicators to track implementation of interventions but lacks platforms for translating the AOP into Budget, which is the foremost objective of AOP, and for implementation and performance reviews (Quarterly reviews and JARs) which inform One Report. Integration of the Budget Preparation and Performance review Components into the existing Tool will birth the complete organization’s Tool. A digitized Organization’s Tool will promote the aspirations of the Data and Digitization Enabler of the Blueprint.

The Scope of Work includes

  • Development of the AOP-to-Budget Preparation Tool
  • Development of the Performance Review (Quarterly Review & JAR) Tool
  • Integration of the AOP-to-Budget Tool and the Performance Review (Quarterly review & JAR) Tool with the AOP Tool to complete the organization’s Tool
  • Digitization of the Organization’s Tool to facilitate real-time Planning, Budgeting and M&E
  • Development of User Guide for the Digitized Tool

  • Digitized web-based AOP Tool
  • AOP to Budget Preparation Tool using the recent chart of account framework
