PRE-QUALIFICATION, INVITATION TO TENDER AND EXPRESSION OF INTEREST (EoI) CONSULTANCY SERVICES FOR THE YEAR 2025 CAPITAL APPROPRIATION PROJECTS
1. INTRODUCTION
Hussaini Adamu Federal Polytechnic, Kazaure is advertising for Pre-qualification, Invitation to Tender and Expression of Interest (EoI) for Year 2025 Capital Appropriation. In compliance with the requirement of the Public Procurement Act, 2007 and other extant government regulations, the institution is therefore requesting for Technical Bids and Quotations from contractors, suppliers and consultants for the following Projects.
2. SCOPE OF WORK

3. ELIGIBILITY REQUIREMENTS
Interested Bidders must meet the following requirements:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7 or alternative approved documents;
b. Evidence of Company Income Tax Clearance Certificate for the last three (3) years – valid till 31st December, 2025,
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2025;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP;
g. Sworn Affidavit dated not earlier than 31st March, 2025 that none of the directors or the company itself has been convicted of any criminal offence in any country including financial impropriety and another sworn affidavit dated not earlier than 31st March, 2025 disclosing whether or not any officer of the relevant committees of the Hussaini Adamu Federal Polytechnic, Kazaure is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years – (2002, 2023, 2024). The document must be duly stamped and signed by ANAN/ICAN licensed Auditors.
i. Evidence of financial strength to execute the project including recent Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed in addition to evidence of a minimum N20m turnover in the last three years (2022, 2023, and 2024);
j. Company Profile with the Curriculum Vitae of five (5) Key staff, including copies of their Practice Licence Academic and Professional qualifications: e.g. COREN, QSRBN, ARCON, CORBON, etc.
k. For Supply of Equipment (Classrooms, offices, Medicals and Laboratories): must be original equipment manufacturers; or, a Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and their corresponding Valuation Certificates, Job Completion Certificates and Photographs of the projects in the listed order for each of the three similar jobs.
m. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner);
n. In addition, the Federal Government Circular Ref no CS.14/T/2014 dated 25th April 2017 mandated all companies wishing to transact business with the federal Government to comply with the following requirements, all submission must be transmitted with a covering/forwarding letter under the Company/Firms Letter-Head paper that carries among others Registration Number RC issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably Mobile No.) and e-mail address. The Letter-Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
o. List of plants/equipment with proof of ownership/lease agreement where applicable.
p. Consultancy Service (Category CB); Evidence of firm’s current registration with the relevant regulatory professional body(ies) such as ARCON, COREN, QSRBN, ARCON, CORBON etc.
q. Evidence of payment of Practicing Fee/Practicing License of relevant Professional Staff for 2025
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect Standard Bidding Documents (SBD) for Pre-qualification/Expression of Interest for the corresponding category of their interest from the Procurement Department Hussaini Adamu Federal Polytechnic, Kazaure Ground floor, Administrative Building with an evidence of payment of a non-refundable fee of N10, 000.00. Payment shall be made in favour of Hussaini Adamu Federal Polytechnic Kazaure Remita Account in any reputable commercial Bank in Nigeria.
5. SUBMISSION OF TENDER DOCUMENTS (PREQUALIFICATION DOCUMENT)
Prospective bidders are to submit their completed Standard Bidding Document (SBD) for Prequalification and Technical Bid for a particular lot desired in Two (2) hard copies each marked ‘Original’ and ‘Copy’. The two hard copies each be put in one big/large common envelope and marked appropriately as “CONFIDENTIAL: TECHNICAL/PRE-QUALIFICATION DOCUMENTS FOR ‘STATING THE NAME OF THE ONE PARTICULAR PROJECT AND IT IS CORRESPONDING LOT APPLY FOR’” at the Top left-hand corner of envelope, and address to: The Ag. Rector Hussaini Adamu Federal Polytechnic, Kazaure Jigawa State and also indicate the company’s name, telephone number and their mail address at the reverse side of envelope. The submission is to be dropped in the designated Tender Box at The Procurement Department in the Administrative Building of the Institution on or before 1:30pm on Tuesday 24th June, 2025. Please ensure that you sign the bid submission register and collect receipt of submission immediately. Note that the Institution will not be held liable for any misplaced or wrongly submitted bid.
6. SUBMISSION OF TENDER DOCUMENTS (EXPRESSION OF INTEREST (EoI))
Interested Firms are to submit two (2) bound copies of technical bid(s) of the required information/document arranged in the order in which they appear in above with dividers to separate each of the line item and the completed Standard Bidding Document (SBD) for consultancy Services. The two (2) hard copies each of the Technical Bids and completed SBD will be packaged in a sealed envelope. Both envelopes must be clearly marked as “Expression of interest original” at the bottom right-hand corner of the first envelope and the second clearly marked “copy” at the bottom left-hand corner respectively. The two sealed envelopes should be enclosed in Bigger Sealed envelope addressed to the Ag.Rector Hussaini Adamu, Federal Polytechnic, Kazaure, Jigawa State. Clearly marked Expression of Interest (EoI) for the particular lot and category applied for. The address of the company’s name, telephone number and their mail address shall be written on the other side envelope. The submission is to be dropped in the designated Tender Box at the Procurement Department Hussaini Adamu Federal Polytechnic, Kazaure in the Administrative Building on or before 1:30pm Tuesday 17th June, 2025. Please ensure that you sign the bid submission register and collect receipt of submission immediately. Note that the Institution will not be held liable for any misplaced or wrongly submitted bid.
7. OPENING OF BIDS
The technical bids for Category A will be opened immediately after the deadline for submission by 1:30 pm on Tuesday 24th June, 2025. While Category B Expression of Interest (EoI) will be opened on Tuesday 17th June, 2025 by 1:30pm. The opening for all categories will be held in the Polytechnic Council Chamber, Ground Floor of the Central Administrative Building, in the presence of bidders or their representatives. 8. GENERAL INFORMATION
a. For effective and timely project delivery, interested company shall bid for ONLY ONE (1) Lot and therefore a company is only to bid in either one of the two categories A or B.
b. Bids must be in English Language and signed by an official authorised by the bidder.
c. The Institution shall carry out post qualification (Due diligence) on all the claims made. In the process, all original documents including those whose copy are requested for sighting and the College, without hesitation can disqualify any company whose claims are found to be doubtful, false or misleading.
d. Bids submitted after the deadline for submission would be returned un-opened.
e. Bidders who have worked for the Institution and have a history of poor, or none performance, abandonment, termination and or prolonged contract execution period without any reason need not apply.
f. No two or more companies with same Directors/shareholders or same address registered office shall be entertained.
g. No inactive company by CAC would be qualified.
h. All copies of Professional certificates shall be in colored form, stamped/sealed and signed by the relevant and respective professionals for each project. The name and membership number on seal/stamp endorsed ‘original’ on membership certificates/credentials by the respective professionals shall corresponds with the name and membership number on the professional certificate.
i. The Institution will not accept any other professional on project site without any strong and convincing reason, but the ones presented originally by the successful contractors in their submissions.
j. Any company found to have contain in their profile: a name, C.V, or professional certificate of any staff of the Institution would be outright disqualified.
k. All expenses incurred associated with the preparation of the bids documents shall be borne by the prospective bidder.
l. The documents shall be arranged and submitted neatly in the order listed above.
m. Non-compliance to the instruction shall lead to outright disqualification and.
n. The Institution reserves the right to disqualify any, or all of the prequalification submissions that appears questionable or dubious.
o. This invitation to pre-qualify shall not be construed to be commitment on the part of Hussaini Adamu Federal Polytechnic nor shall it entitle any company to make any claims whatsoever and seek indemnity from the institution by virtue of having responded to this advertisement.
p. The Technical Bids will be opened in the presence of Bidders or their representatives, NGOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording. Members of the public and bidders or their representatives who decide to attend may join the bid opening;
q. Only pre-qualified bidders will be invited at a later date for collection of tender documents;
r. The Name of Institution is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
