INVITATION TO TENDER FOR THE EXECUTION OF CAPITAL PROJECTS FOR THE 2025 APPROPRIATION
1.0 INTRODUCTION
The National Commission for Almajiri and Out-of-School Children Education, in accordance with its mandate and in compliance with the requirements of the Public Procurement Act 2007, as well as relevant government regulations concerning the procurement of goods, works, and services, intends to procure the following items outlined below under various categories, as provided in the 2025 Appropriations.
The National Commission for Almajiri and Out-of-School Children Education therefore wishes to invite reputable contractors with relevant proven competence and experience to submit Technical and Financial documents for the execution of the following projects:

CATEGORY C: SERVICES (EXPRESSION OF INTEREST)

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed minimum requirements to be eligible to participate in this procurement:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC 2 and CAC 7;
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2022, 2023 & 2024) valid till 31st December 2025.
iii. Evidence of Current Pension Compliance Certificate valid till 31st December 2025.
iv. Evidence of current Industrial Training Fund (NSITF) Compliance Certificate valid till 31st December 2025.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2025.
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2025 or valid Certificate issued by the Bureau of Public Procurement (BPP);
vii. Affidavit:
a. disclosing whether any officer of the relevant committees of the Almajiri and Out-of-School Children Education or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
b. that the company is not in receivership/bankruptcy
c. that none of the directors or partners of the company is an ex-convict in any country for any criminal offence relating to fraud or financial impropriety
d. Company’s Audited Accounts for the last three (3) years
e. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
f. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications.
g. Verifiable documentary evidence at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
h. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF BID DOCUMENTS
Interested and competent bidders are requested to collect Standard Bidding Document (SBD) from the Office of the Head of Procurement, National Commission for Almajiri and Out-of-School Children Education Headquarters Abuja upon presentation of evidence of payment of non-refundable tender fee of N10, 000.00 per Lot, paid into the NCAOOSCE Remita account in any reputable commercial bank in Nigeria.
5.0 SUBMISSION OF TENDER DOCUMENTS (CATEGORY A&B)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as ‘Technical Bid’ or ‘Financial Bid’. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

6.0 SUBMISSION OF EOI DOCUMENTS (CATEGORY C)
Interested Firms are to submit two (2) bound of Expression of Interest (EOI) separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as stated above and clearly marked with the Name & Lot No of the project. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Wednesday, 26th May 2025.
7.0 OPENING OF EOI AND TECHNICAL BIDS
The EOI will be opened immediately after the deadline for submission at 12:00 noon on Wednesday, 26th May 2025. Meanwhile for category A&B Only the submitted technical bids will be opened immediately after the deadline for submission at 12.00 noon on Monday 9th June, 2025 in the Board Room, NCAOOSCE Headquarters, in the presence of bidders or their representatives and interested members of the public, NGOs working in Transparency/Anti-corruption areas, Registered professional bodies, Media. Please, ensure that you sign the Bid Submission Register in the office of the Head of Procurement, Headquarters Abuja, as the National Commission for Almajiri and Out-of-School Children Education will not be held liable for misplaced or wrongly submitted bids. 8.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder.
b. Bids submitted after the deadline for submission would be returned un-opened.
c. Bidders should not bid for more than two (2) Lots.
d. All costs will be borne by the bidders.
e. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services).
f. Only pre-qualified bidders at technical evaluation will be invited later for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
g. The National Commission for Almajiri and Out-of-School Children Education is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
