The Ondo State Government, through the Federal Government of Nigeria has received financing from the “Agence Francaise de Developpement” (AFD) for the implementation of the Ondo State Water Supply Project under the National Urban Water Sector Reform Program-III (NUWSRP III), of which Ondo State is one of the final beneficiaries. The NUWSRP III consists of the full rehabilitation, modification, and commissioning of Owena WTP, providing also transmission line and distribution networks infrastructures.
The project has two components: Component 1-infrastructural development including rehabilitation, laying, construction works and all technical engineering (both detailed design and construction works supervision); Component 2 – institutional support in order to support the project owner on institutional, technical, financial and operational aspects.
The Main Objective of this Assignment is to support the PIU including but not limited to : the management of project activities including: contract management, quality control, financial management, procurement, safeguard, monitoring, evaluation and, other identified capacity required towards achieving project objectives such as capacity building to PIU and ODWC key staff.
The Services of the Consultant shall consist of:
(a) Assist the ODWC on the global management of the project (action plan, working plan, monthly meetings with the different stakeholders etc.)
(b) Assist the ODWC in management, quality control of all deliverables and monitoring of contracts: DED, Works contracts, other contracts, including payments,
© Assist the PIU in the Progress Report Writing and submission process, including Environmental & Social reporting which are related to the undertaking follow-up towards d) Support the ODWC in the ITA/OTA effective and efficient remobilization notably regarding commercial strategy implementation and technical capacity building.
e) Strengthen the relationship between the ODWC on AFD and AFDB related project links.
f) Facilitate communication with the donors, through the ODWC, PC and the GM.
The services are expected to commence in July 2025 for a total duration of 18 to 24 months. The position is based in Akure city at least 70% of working time.
The ODWC hereby invites Applicants to show their interest in delivering the Services described above.
This Request for Expressions of Interest is opened to National Individual Consultants. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application in its own name. If an Applicant submits more than one application, those applications shall be all rejected.
Interested Consultants must provide information indicating that they are qualified and experienced to perform the services. For that purpose, documented evidence of recent and similar services shall be submitted.

Determination of the similarity of the experiences in Nigeria will be based on:
Effective Experiences of management of water supply construction works including Environmental and social aspects;
Effective Experiences of management of water supply service (commercial aspects is a plus); 2
Effective Experiences in Institutional and Organizational Water supply services reform management or support;
Extended Experiences in multi-donor project management,
The consultant shall have at least 15 years of experience in the water and sanitation sector and at least, a master degree in the field of engineering.
Among the submitted applications, Ondo State Water Corporation will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
The Expressions of Interest must be submitted to the address below not later than 2nd June 2025 at 11.00am and mention Consultancy Services for the Project Management Support — Individual Consultancy. A soft copy of the expression of interest must also be submitted in addition to the hard copy.
