Federal Polytechnic Bauchi- Invitation To Tender For The Execution Of Year 2025 FGN Capital And 2023/2024 (Merged) TETFund Annual Intervention Projects (13 Lots)

1.0 INTRODUCTION
Interested, competent, reputable and qualified companies with relevant experience are invited to submit Tender bids and Expression of Interest for year 2025 FGN Capital Appropriation and 2023/2024 (Merged) TETFund Annual Intervention Projects as follows:

2.0 SCOPE OF WORKS/SUPPLIES

2.1 CATEGORY 1: TENDER:
1. 2025 FGN Capital Projects:

• Lot C1: Construction of Crime Management Department Complex
• Lot C2: Construction of Perimeter Fence (Phase IV).
• Lot C3: Procurement and Installation of Solar Street Lights.
• Lot C4: Construction of Road and Drainages
• Lot G1: Procurement, Installation, Testing and Commissioning of Equipment for Academic Departments.

II. 2023/2024 (Merged) TETFund Intervention Projects:

• Lot G2: Procurement, Installation, Testing and Commissioning of Office Equipment and Furniture for Science Laboratory Technology Department Complex.
• Lot G3: Furnishing of Biology and Micro-Biology Laboratories.
• Lot G4: Furnishing of Physics Research and Electronics Laboratories.
• Lot G5: Furnishing of Chemistry and General Chemistry Laboratories.
• Lot G6: Furnishing of Instructional Chemistry and Bio-Chemistry Laboratories.
• Lot G7: Furnishing of Environmental Technology Studios and Classrooms.

2.2 CATEGORY 2: EXPRESSION OF INTEREST:
1. 2025 FGN Capital Projects:

• Lot S1: Review of Polytechnic Master Plan.
• Lot S2: Consultancy Services – Design and Supervision for the Construction of Departmental Complex.

3.0 ELIGIBILITY REQUIREMENTS
Interested bidders should submit the following eligibility documents indicating the minimum qualifications required of the bidders.

a) Verifiable Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 2 and CAC 7;

b) Verifiable Evidence of Company’s Income’s Tax Clearance Certificate for the last three (3) years with a Minimum Average Turn Over of N200m (for Lots C1, C2, & G1 respectively), valid till 31st December 2025;

c) Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);

d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;

f) Verifiable evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31st December, 2025 or valid Certificate issued by the Bureau of Public Procurement (BPP);

g) Evidence of Original Equipment Manufacturers (OEM) or authorized Representative to be eligible to bid for (Lots G1 to G7) respectively;

h) Sworn Affidavit attested to by a director of the company disclosing:

• Whether or not any officer of the relevant committees of Federal Polytechnic Bauchi or the Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the company and to confirm that all information presented in its bid are true and correct in all particulars,
• That none of the Directors of the company has been convicted in any country for any criminal offence and that the company is not bankrupt or under receivership.
• That the company shall not sublet the contract without a written approval of the client, shall employ and maintain the registered Engineer(s) claimed during the project execution.

i) Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024, duly acknowledged by the Federal Inland Revenue Service (FIRS);

j) Bank reference from a reputable commercial bank indicating willingness to grant financial facility to the company if required;

k) Company’s Profile with curriculum vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications such as (in the case of construction, COREN, QSRBN, ARCON, CORBON, etc.);

l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificates/Job Completion Certificates and Photographs of the projects;

m) List of Plants/Equipment with proof of ownership/lease agreement for (Lots C1, C2, C3 & C4) only;

n) All Documents for submission must be transmitted with a Covering/Forwarding letter under the company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Phone Number (Preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Company Directors at the bottom of the page, duly signed by the authorized Officer of the Firm. 

Notes:

• The Documents must be arranged sequentially in order, failure to comply renders the submission invalid.
• Copy of the Documents must be exact replica of the original in all particulars, any deviation shall not be accepted.
• All Documents must be paginated and signed.

4.0 COLLECTION OF TENDER DOCUMENTS
Qualified bidders are to collect the bid documents at the Procurement Directorate room 9 ground floor, Central Administrative Building of the Polytechnic on presentation of payment receipt of Ten Thousand Naira (10,000.00) only per Lot, paid into the Federal Polytechnic Bauchi’s Remita Account in any reputable Commercial Bank in Nigeria.

5.0 SUBMISSION OF BID DOCUMENTS:
Interested bidders are to submit both Technical and Financial bid documents, two (2) hard copies (Original and Copy) of each (with a softcopy of financial bid only in MS Excel Format), packaged in two separate sealed envelopes and clearly marked “Technical Bid” and “Financial Bid” respectively. Both sealed envelopes should be put in a third bigger envelope and sealed.

The Documents should be Addressed to the Director of Procurement, Federal Polytechnic Bauchi and clearly marked with (the name of the project and Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the Procurement Directorate, room 9, Central Administrative building, Federal Polytechnic Bauchi not later than 12:00 noon on Monday, 23rd June, 2025.

6.0 OPENING OF TECHNICAL BIDS
Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 23rd June, 2025, at the 510 Lecture Hall in the presence of observers, while the financial bids will be kept un-opened. Please ensure that you sign the Bid Submission Register in the Procurement Office, as the Polytechnic will not be held liable for misplaced or wrongly submitted bids. 7.0 GENERAL INFORMATION
a. Non-performing Contractors need not to tender.

b. Bids must be in English Language and signed by an official authorised by the bidder;

c. Bids submitted after the deadline for submission would be returned un-opened;

d. Bidder should not bid for more than one (1) Lot;

e. All costs will be borne by the bidders;

f. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

g. The Polytechnic is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability in accordance with section 28 of the Public Procurement Act 2007.
