INVITATION TO PRE-QUALIFICATION FOR 2025 CAPITAL APPROPRIATION PROJECTS, AND 2025 TETFUND ANNUAL INTERVENTION PROJECTS

1.0 INTRODUCTION
The management of Federal Polytechnic Kaduna in fulfilment of its mandate to ensure a conducive teaching and learning environment and meet the accreditation needs, intends to use its 2025 Capital Appropriation and 2025 TETFund Annual Intervention for the procurement of works, goods and Services for the year 2025. Accordingly, the Federal Polytechnic Kaduna invites interested, eligible, experienced and competent Contractors/suppliers and Service Providers to submit bids for the year 2025 Capital Appropriation Projects and 2025 TETFund Annual Intervention Projects.

2.0 SCOPE OF WORKS AND SUPPLIES
The scope of the works are as follows:

3.0 ELIGIBILITY REQUIREMENTS
Interested Bidders must possess and submit the under listed verifiable mandatory requirement to be eligible to participate in this exercise
a. Evidence of Certificate of Incorporation with the Corporate affairs Commission (CAC) including Forms CAC2 and CAC7 or alternative approved documents;
b. Evidence of Company Income Tax Clearance Certificate for the last three (3) years – valid till 31st December, 2025;
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2025;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors/Consultants and Service Providers by Submission of interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by Bureau of Public Procurement (BPP).
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Polytechnic Kaduna or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars. Also, the Company is not in receivership, insolvent or bankrupt and that no Director of the Company (Pass and Present) has ever been convicted as criminal offence relating to fraud or financial impropriety in any court of law.
h. Company’s Audited Accounts for the last three (3) ‘years – (2022, 2023, 2024);
i. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j. Company Profile with the Curriculum Vitae of three (3) Key staff, including copies of their Academic and Professional qualifications: e.g COREN, CORBON etc
k. Verifiable documentary evidence of atleast three (3) similar jobs executed in the last three (3) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects in the listed order including evidence of familiarity with the project location is necessary;
l. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner);
m. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
n. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firms Letter-Head paper bearing amongst others, Registration Number RC issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably Mobile No.) and e-mail address. The Letter-Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit two (2) hard copies of technical bid for each of the lot desired, packaged separately in sealed envelope, clearly marked with the name of project and Lot Number at the top left corner of the envelope and addressed to the Rector, Federal Polytechnic Kaduna. Furthermore, the reverse of each sealed envelope should have the name, phone number, and address of the bidder and drop in the designated Tender Box situated in the Council’s Chamber, Federal Polytechnic Kaduna not later than 12noon on Monday, 7th July, 2025. Kindly remember to Sign the Bid Submission Register at the Point of Submission located in the Procurement Department.

5.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
The technical bid will be opened immediately after the deadline for submission at 12noon on Monday, 7th July, 2025 in the Council’s Chamber Federal Polytechnic Kaduna in the presence of bidders or their representatives. Interested firms are expected to adhere strictly to ALL instructions as non-compliance will constitute a ground for disqualification. Only shortlisted firms will be invited at the later date for collection of tender documents. 6.0 GENERAL INFORMATION
a. Bid must be in English language and signed by an official authorized by the bidders.
b. Bid submitted after the deadline for submission would be returned unopened.
c. Document shall be verified and violators shall be returned to investigating authorities
d. The implementation of the advertised projects is subject to availability fund.
e. Presence of bidder’s representative and members of the public shall not be necessary during the bid opening ceremony. The bids Opening will be covered by video recording with the physical presence of Two (2) representatives of private sector Professional Bodies and Civil Society Organization in the areas of Anti-corruption/Transparency.
f. Bidders should not bid for more than Two (2) lots
g. All cost will be borne by the bidders
h. Only prequalified bidders will be contacted at a later date to submit financial bids;
i. All pages in a bid must be numbered and signed by the authorized personnel of the firm;
j. The Kaduna Polytechnic is not bond to pre-qualify any bidders and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with the Section 28 of the Public Procurement Act 2007.
k. This advertisement shall not be construed as a commitment on the part of the Federal Polytechnic Kaduna or shall it entitle tenderers to make any claims or seek any indemnity from Federal Polytechnic Kaduna by virtue of their response to the Advertisement.
