INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS FOR 2025 CAPITAL PROJECTS
1. PREAMBLE
In compliance with the Jigawa State procurement process, the Jigawa State Universal Basic Education Board wishes to notify interested bidders of its intention to procure civil works in Primary Schools (PS) and Junior Secondary Schools (JSS) across the State.
2. PROJECT SCOPE:
- Lot 1: Renovation of 6no Classroom blocks at Santar Tsaye P.S, Unguwar Ashe P.S, Bilas Tuntube in Roni LGEA
- Lot 2: Renovation of 6no Classroom blocks at Ando B, Ando A, JSS Jigawa in Babura LGEA
- Lot 3: Renovation of 2 Classroom block at Bandutse and Renovation of 6 Classrooms duplex at JSS Mayaki in Kazaure LGEA
- Lot 4: Renovation of 3no Student Hostels at JSSS Karkarna in Yankwashi LGEA
- Lot 5: Renovation of 6no Classroom blocks at Kwalam Kudu PS, Taura Arewa, Ajaura JSS in Taura LGEA
- Lot 6: Renovation of 2 block of 2 Classroom at Danmasara PSA & C in Dutse LGEA
- Lot 7: Renovation of 3 block of 2 Classroom at JSS Sundumina, Nafada A and U/ Makada in B/Kudu LGEA
- Lot 8: Renovation of 3 blocks of 2 Classroom at Tijiyo JSS, Dankoshe and Karanjau in Buji LGEA
- Lot 9: Renovation of 3 blocks of 2 Classroom at Zingaran, Kondiki B, Kwandiko in Gwaram LGEA
- Lot 10: Renovation of 2 blocks of 2 Classroom at JSS Tsirma A, Tsirma C in Kiyawa LGEA
- Lot 11: Renovation of 2 blocks of 2 Classroom at Haruna PS, JASS Sambo Hadejia LGEA

- Lot 13: Renovation of 3 blocks of 2 Classroom at Kasabur PS, Imam Malik Isl. JSS Sarkin Arewa in Birniwa LGEA
- Lot 14: Renovation of 2 blocks of 2 Classroom at Turabu PS, JSS Tandanu Kiri Kasamma LGEA
- Lot 15: Renovation of 2 blocks of 2 Classroom at Mairakumi A, Gandun Sarki C, in M/Madori LGEA
- Lot 16: Renovation of 2 blocks of 2 Classroom at Liman Mado, and Kokinami PS in Gumel LGEA
- Lot 17: Renovation of 3 classroom blocks at Malam Baki, Renovation of 2 Classrooms at Malam baki and Kangarwa in Gagarawa LGEA
- Lot 18: Renovation of 2 blocks of 2 Classroom at Gago PSA & B in Maigatari LGEA
- Lot 19: Renovation of 3 blocks of 2 Classroom Mairago PS, Dadda PS, Sarkin Gandu PS in Sule Tankarkar LGEA
- Lot 20: Renovation of 3 blocks of 2 Classroom at Akubushin PS, Muran PS, Kafur PS in Auyo LGEA
- Lot 21: Renovation of 2 blocks of 2 Classroom at Wurmawa A, and Jahun pilot in Jahun LGEA
- Lot 22: Renovation of 3 blocks of 2 Classroom at Majawa PS, JSS Majawa and Kudu PS in K/Hausa LGEA
- Lot 23: Renovation of 3 blocks of 2 Classroom at Zareku PS, Mijirga and Walawa in Miga LGEA
- Lot 24: Renovation of 1 block of 6 Classroom duplex and Renovation of 3 Classrooms with office at Kaugama PS and JASS Kaugama LGEA
With a completion period of not later than 12 weeks from the date of award.
3. ELIGIBILITY REQUIREMENTS
To be considered for pre-qualification, interested competent and reliable bidders are required to provide verifiable evidence including but not limited to the following documents:
i. Certificate of incorporation with Cooperate Affairs Commission;
ii. Certified true copy of Memorandum and Article of Association;
iii. Evidence of registration with Jigawa State Due Process & Project Monitoring Bureau
iv. Tax clearance certificate for the last three(3) years;
v. Audited account for the last one(1) year;
vi. VAT registration and evidence of past remittances;
vii. Evidence of financial capability and banking support;
viii. Company average annual turnover of not less than Ten Million Naira(N10,000,000.00) per Lot.
ix. Evidence of similar project executed (letter of award and completion certificate)
at least three (3) in the last five(5) years;
x. Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc);
xi. That the company has fulfilled all obligations to pay taxes, pensions and social security contributions;
xii. A sworn affidavit certifying as follows:
a. That the documents submitted for the pre-qualification exercise are not only genuine but correct
b. That none of the directors of the company has been convicted by any Court of Law
c. That the company is not bankrupt
d. That none of the officers of Jigawa State/Local Government is a present director of the company
Xiii. Any other relevant information that will help in determining the company’s suitability for the work;
Any prospective bidder that does not possess any of the above documents need not apply.
4. COLLECTION OF TENDER DOCUMENT
Interested bidders are to visit Jigawa State procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do) to access and fill the bid documents after payment of non-refundable tender fee depend on the contract amount based on approved tender fee template by Due process and Project Monitoring Bureau per lot at Account Department (SUBEB Headquarters).
5. SUBMISSION OF TENDER DOCUMENT
Company profile with a covering letter of company’s letter headed should be scanned and uploaded to the e-procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do) and submit online/offline on or before 23rd July, 2025 by 12:00pm. A scanned copy of bid security of not less than 2% of the bid price, either inform of Insurance Bond or Bank Guarantee should also be uploaded unto the portal (https://jigawa-eproc.eurodyn.com/epps/home.do).
Similarly, the original of company profile signed in company’s letter headed with attached bills, bid security and a copy of sworn affidavit in hard copy should be submitted to the Secretary, Tender Committee, SUBEB.

- SUBEB reserves the right to accept or reject any application at any time without incurring any liability.
- All expenses incurred as a result of preparation and submission of documents for this exercise shall be borne by the interested company (non-refundable fee). The Bid will be electronically opened on 23/07/2025 by 12:00pm. The bid validity period should be 120 days from the deadline of the bid submission date.
6. BID OPENING
Bid opening will take place online on 23rd July, 2025 at 12:00 noon. However, the bid opening will be visually projected at the same time at SUBEB conference hall.
7. GENERAL INFORMATION
i. Bids submitted after the deadline for submission will be returned un-opened;
ii. Only the financial bids of successful pre-qualified bidders will be opened, while those for the un-successful bidders will be returned un-opened;
iii. This advert shall not be construed as commitment on the part of the Jigawa State Universal Basic Education Board nor shall it entail a company to make any claim(s) whatsoever and/or to seek any indemnity from the Jigawa State Universal Basic Education Board, by virtue of such company having responded to this advertisement;
iv. All costs shall be borne by the bidders as the Jigawa State Universal Basic Education Board will not be held responsible for any cost or expenses incurred by any interested party (i.e in connection with any response to this invitation);
v. The Jigawa State Universal Basic Education Board reserves the right to annul the procurement process or reject a bidder at any time without incurring any liabilities;
vi. Alternative bid will not be accepted
vii. Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
