INVITATION TO TENDER FOR 2025 CAPITAL PROJECTS

1.0 INTRODUCTION
1.1 The Nigeria Television Authority is a statutory corporation having its Headquarters at No 10, Ahmadu Bello Way, Area 11, Garki Abuja with a Mission to provide excellent Television Services Worldwide and project the True African perspectives.

1.2 Nigeria Television Authority (NTA) is, therefore, desirous of undertaking procurement process for various Work Areas in accordance with the Year 2025 Budgetary Appropriation. Consequently, and in compliance with the relevant provisions of government Laws, it wishes to invite competent and reputable contractors to submit Bids for the various Lots listed here.

2.0 SCOPE OF PROJECTS

2.1 CATEGORY A: GOODS

3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of registration with the Corporate Affairs Commission (CAC), including Form CAC2 and CAC7;

b. Evidence of Company’s Income Tax Clearance Certificate for the last three years (2022,2023 &2024) valid till 31st December, 2025;

c. Evidence of Pension Compliance Certificate valid till 31 December, 2025;

d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2025;

e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2025;

f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December 2025

g. Sworn Affidavit

• Disclosing whether or not any officer of the relevant committees of the Nigeria Television Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
• That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.

h. Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024;

i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, CISSP, OCP, CEH etc;

k. Verifiable evidence of engagement in operational work experience in a digital telecommunication platform environment (having carried out three (3) similar assignments) of the same nature (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Job Completion Certificates and Photographs of the projects;

l. List of Plants/Equipment with proof of Ownership/Lease Agreement;

m. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMS)

n. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letterhead bearing amongst others; the Registration Number (RC) as issued by the CAC; Contact Address; Telephone Number (preferably a GSM/Mobile Number); an email address.

4.0 COLLECTION OF BID DOCUMENTS
Interested Companies are to collect the Standard Bidding Document (SBD) from the office of the Head, Procurement Department, First floor, NTA Headquarters Permanent Site, Area 11, Garki Abuja upon presentation of evidence of payment of a non-refundable Tender Fee of N10,000.00 per LOT, paid into NTA’s Remita Account.

5.0 SUBMISSION OF BID DOCUMENTS
Prospective bidders are to submit bid for each of the LOT desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid (on a flash drive) only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Director General, NTA, Area 11, Garki, Abuja and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box placed in the RECEPTION HALL, JAGAL, NTA Headquarters Permanent Site, Area 11, Garki Abuja not later than 12 Noon, Wednesday 23rd of July 2025.

6.0 OPENING OF TECHNICAL BIDS
The Technical bids will be opened immediately after the deadline for submission by 12 Noon, Wednesday 23rd of July 2025 at the POST MORTEM HALL, JAGAL, NTA Headquarters Permanent Site, Area 11, Garki-Abuja, while the financial bids will be kept unopened. Please ensure you sign the Bid Submission Register in the office of the Head, Procurement Department, First floor, NTA Headquarters Permanent Site, Area 11, Garki as the Nigerian Television Authority will not be held liable for misplaced or wrongly submitted bids. All enquiries should be directed to Procurement Department, NTA Headquarters Area 11, Garki Abuja.

7.0 GENERAL INFORMATION
a. Bids must be in English and signed by an official authorised by the bidder

b. Bids submitted after the deadline would be returned un-opened.

c. All costs will be borne by the bidders.

d. No bidder should bid for more than two (2) lots.

e. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies.

f. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services).

g. Only Pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un successful bidders will be returned un-opened;

h. The Nigerian Television Authority is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.

i. Failure to comply with the instructions to provide relevant document(s) will result in disqualification;

j. Submission of false documents is an offence and would lead to disqualification and prosecution;
