INVITATION FOR PRE-QUALIFICATION FOR PROJECTS EXECUTION

The Borno State Ministry of Education, Science, Technology and Innovation invites reputable and competent contractors to submit pre-qualification documents for the Construction and Furnishing of State Library in two senatorial zones of the State.

PROJECTS:
1. Construction and Furnishing of State Library in Monguno (Borno North)
2. Construction and Furnishing of State Library in Biu (Borno South)

REQUIREMENTS FOR PRE-QUALIFICATION:
To be qualified for tender, the following documents should be submitted:

  • Certificate of Incorporation with Corporate Affairs Commission (CAC) including Certified true copy (CTC) of Memorandum and Articles or Association (Form CAC 02 and CAC 07).
  • Evidence of Company’s income Tax Clearance Certificate (TCC) for the last three (3) years.
  • Evidence of PENCOM (Current pension clearance certificate)
  • Evidence of Current Nigeria social insurance trust fund (NSITF) compliance certificate.
  • Verifiable documentary Evidence of at least three similar works successfully/ongoing projects including letter of award, contract agreement, Job completion certificate and photograph of projects.
  • Company’s Profile with list of Equipment, Curriculum Vitae of relevant professional/technical staff to be deployed for the project.
  • Evidence of financial report and account for the last three years (bank reference or statement).
  • Evidence of valid registration with Borno State Bureau of Public Procurement (BPP) and payment of relevant fees.
  • Sworn affidavit from court of competence jurisdiction in disclosing as follows:

I. That the company is not in receivership
II. Compliance with the Borno state public procurement law, 2019.
III. That the director(s) has/have never been convicted by any court of law.
IV. That the company has not been debarred by any Government agency or international organization

  • For Computers the contractor shall provide Manufacturers Authorization or Dealership Authorization.
  • Any other relevant document.

NB: There is a waiver for item three and four for domestic tenders (Borno State indigenous Contractors)

SUBMISSION OF DOCUMENTS:
All submissions for each LOT should be in duplicate copies in Wax sealed Enveloped and Identified with the project reference and lot number at the top left-hand corner and marked “PRE-QUALIFICATION FOR TENDER” which shall be submitted from 14th August, 2025 to 3rd September 2025 addressed to:

Pre-qualification documents will be publicly opened on the bid opening date at the dateline 3rd September 2025 and only pre-qualified companies will be eligible for financial bidding.
