INVITATION TO TENDER FOR THE EXECUTION OF THE FEDERAL MINISTRY OF POWER CAPITAL PROJECTS UNDER THE 2025 CAPITAL APPROPRIATION
1. INTRODUCTION:
1.1 The Federal Ministry of Power Headquarters in furtherance of its statutory mandate intends to embark on the implementation of its Capital projects under various Goods, Works and Services for the financial year 2025 in compliance with the Public Procurement Act (PPA), 2007.
1.2 Accordingly, the Ministry hereby invites qualified, interested and eligible contractors, suppliers and service providers to participate in the tendering process for procurement of Works, Goods and Services projects under the Ministry’s 2025 Appropriation as specified in the summary tables below and detailed in the Standard Bidding Documents (SBD) to be collected from the Ministry.

3. ELIGIBILITY REQUIREMENTS
The general public may wish to be guided that all procurement activities of the Ministry Shall be fully governed by the Public Procurement Act (PPA), 2007 and the Federal Government Executive Order on Transparency and Support for Local Content in public procurement whereby the following minimum eligibility criteria are expected to be met by all prospective bidders:
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) with Form CAC 2 and CAC 7 (or CAC 1.1) and Memorandum/Article of Association; Business Name with form BN1 is also acceptable for Services
ii. Evidence of Current Tax Clearance Certificate for the last (3) years (2022, 2023 and 2024) expiring 31 December, 2025; reflecting minimum average annual turnover of: N20 Million for projects under works in category A
iii. Evidence of Pension Clearance Certificate Valid till 31″ December, 2025;
iv. Evidence of Industrial Trust Fund (ITF) Compliance Certificate valid till 31″ December, 2025;
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31″ December, 2025;
vi. Evidence of registration on the National Database of Federal Contractors, Consultants Service Providers by submission of interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP;
vii. As sworn Affidavit:
- Disclosing whether or not any officer of the relevant committee of Federal Ministry of Power or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
- no Partner/Director has been convicted in any Country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and;
- the company is not under receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form winding up petition or proceedings;
viii. A copy of the Treasury Receipt obtained from the Cash Office Section of Finance & Accounts Department, Federal Ministry Power, Power House, Basement Floor, No.144, Zambezi Crescent, Maitama, Abuja.
ix. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
x. Unabridged company Audited Annual Report for the last (3) years (2022, 2023 and 2024) duly signed & stamped by a registered auditor with average annual turnover corresponding to the turnovers in the Tax Clearance Certificate;
xi. Company’s profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic & Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.; or relevant professional bodies
xii. Evidence of valid registration with Nigerian Electricity Management Services Agency (NEMSA) for projects in category B&C;
xiii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last (5) years including Letters of Awards, Valuation Certificates/Job Completion Certificates and Photographs of Projects;
xiv. Works: List of Plants and Equipment with proof of Ownership/Lease Supplies of Equipment: Letter of Authorization as representative of Equipment Manufacturer (OEMs)
For category C (Consultancy) Evidence of firm registration with relevant bodies);
xv. Bids with values of 300 million and above for works, and 100 million and above for Goods/Services shall be accompanied with 2% Bid Security; and
xvi. All documents for submission must be transmitted to the Ministry with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper duly signed by the authorised officer of the firm bearing amongst others the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM Number) and e-mail address. The company letter head must bear the Names and Nationalities of the Directors at the bottom of the page.
4. COLLECTION OF TENDER DOCUMENTS (CATEGORY A)
a) A non-refundable Tender Fee of Twenty Thousand Naira (N20,000.00) only per lot to be provided by all interested bidders into the Federal Government Single Treasury Account (TSA) (Federal Ministry of Power) by following these procedures.
i. Make Payment at https://www.remita.net
ii. Click on pay a Federal Government Agency” and follow the instructions.
iii. Obtain a Treasury Receipt from cash office Section of Finance & Accounts Department, Federal Ministry of Power, Power House, Basement Floor, 144, Zambezi Crescent, Maitama, Abuja.
b) Interested bidders are to collect Standard Bidding Documents (SBD) from Room 425, Office of the Director Procurement, Federal Ministry of Power, Power House; Zambezi Crescent, Maitama, Abuja between 10am – 4pm, Mondays to Fridays, upon presentation of evidence of payment of the tender fee.
5. SUBMISSION OF TENDER DOCUMENT (CATEGORY A AND B)
a) Completed Technical and Financial Bids (2 hard copies & 1 soft copy respectively; Financial Bids must be in MS Excel) shall be submitted in two different sealed tamper-proof envelopes, labelled “Technical Bid” and “Financial Bids” and both placed in a third envelop. The soft copies should bear the company name at the reverse side with the “Project Name” and Lot No. at the Top Right-Hand corner of the envelop and addressed to:
