REQUEST FOR PROPOSAL FOR ADVERT CONCESSION IN THE VICTOR ATTAH INTERNATIONAL AIRPORT – AKWA IBOM STATE
A. INTRODUCTION
IBOM AIRPORT DEVELOPMENT COMPANY LTD. (IADCL) Invites proposals from qualified companies for the concession to operate advertising services within the Victor Attah International Airport. The concessionaire will be responsible for designing, installing, and maintaining advertising displays throughout the airport.
B. SCOPE OF WORK
1. Designing, installing, and maintaining advertising displays
2. Sourcing and procuring advertising clients
3. Managing and collecting advertising revenue
4. Ensuring compliance with airport regulations and policies.
C. PROPOSAL REQUIREMENTS
Companies should submit the following:
1. Company’s Profile, with Curriculum Vitae of Key Personnel showing verifiable evidence of their academic, professional qualifications, membership of professional regulatory bodies especially evidence of licence with the Advertising Regulatory Council of Nigeria (ARCON).
2. Proposed advertising concept and marketing strategy.
3. Financial proposal, including annual revenue/income projection.
4. Implementation plan and timeline.
D. DOCUMENTS FOR SUBMISSION
1. Evidence of Company’s Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including certified true copy of Memorandum and Articles of Association, forms CAC02 & CAC07
2. Evidence of Company’s Income Tax Clearance Certificate (TCC) for the last three years (i.e 2022, 2023 and 2024), valid till 31st December, 2025.
3. Sworn Affidavit from Court of competent jurisdiction in Nigeria (Federal or State), including stamped passport photograph and signature of Deponent/Declarant, disclosing as follows:
Confirm that all information presented in the proposal are true and correct in all particulars
That no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation of falsification of facts relating to any matter;
That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
4. Company’s Audited Accounts for the last three (3) years (i.e 2022, 2023, and 2024).
5. Evidence of financial capability to execute concession by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the concession when needed.
6. Verifiable documentary evidence of having handled such a concession in an airport in the last five (5) years including Letters of Award and Concession Agreements.
E. SUBMISSION OF DOCUMENTS
The Proposal must be transmitted with a cover letter under the Company’s Letter Head paper bearing its Registration number issued by the Corporate Affairs Commission (CAC) and duly signed by an authorised officer of the Company. Thereafter addressed to the Managing Director/Chief Executive Officer, Ibom Airport Development Company Limited, Corporate Headquarters, Victor Attah International Airport – Akwa Ibom State.
The Proposals must be submitted between the hours of 9am – 4pm, Monday to Friday, on or before September 1st, 2025 (within two weeks of publication)

Ibom Airport Development Company reserves the right to reject any proposal.
This advertisement shall not be construed to be a commitment on the part of IADCL, nor shall it entail any company to make any claims whatsoever and/or seek any indemnity from IADCL, by virtue of such bidder having responded to this publication.
