INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS FOR PROCUREMENT OF 200 NO. CUSTOMIZED 5-IN-1 MINI RICE MILLING MACHINE AND PROCUREMENT OF EQUIPMENT FOR THE NEWLY CONSTRUCTED PAINTING BAY IN LIMAWA, DUTSE
1. PREAMBLE:
In compliance with the Jigawa State procurement process, the Jigawa State Economic Empowerment and Youth Employment Agency wishes to notify interested bidders of its intention to procure 200No. customized 5-in-1mini rice milling machines and Equipment for the newly constructed paint bay at Limawa, Dutse.
2. PROJECT SCOPE:

2. ELIGIBILITY REQUIREMENTS
To be considered for pre-qualification, interested competent and reliable bidders are required to provide verifiable evidence including but not limited to the following documents:
i. Certificate of incorporation with Corporate Affairs Commission;
ii. Certified true copy of Memorandum and Article of Association;
iii. Evidence of registration with Jigawa State Due Process & Project Monitoring Bureau
iv. Tax clearance certificate for the last three (3) years;
v. Audited account for the last one (1) year;
vi. VAT registration and evidence of past remittances;
vii. Evidence of financial capability and banking support;
vii.Company average annual turnover of not less than Two Hundred Million Naira (N200,000,000.00) per Lot.
ix. Evidence of similar project executed (letter of award and completion certificate) at least three (3) in the last five (5) years;
x. Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc);
xi. That the company has fulfilled all obligations to pay taxes, pensions and social security contributions;
xii. A sworn affidavit certifying as follows:
a. That the documents submitted for the pre-qualification exercise are not only genuine but correct
b. That none of the directors of the company has been convicted by any Court of Law
c. That the company is not bankrupt
d. That none of the officers of Jigawa State/Local Government is a present director of the company
Xiii. Any other relevant information that will help in determining the company’s suitability for the work; Any prospective bidder that does not possess any of the above documents need not apply.
3. COLLECTION OF TENDER DOCUMENT
Interested bidders are to collect the bidding document from the office of the Director Planning, Research and Statistics, Economic Empowerment and Youth Employment Agency, Block A New Secretariat Complex, Dutse, from the date of publication of this advertisement between the hours 9:00am and 5:00pm Monday to Friday, except on public holiday, upon payment of non refundable tender fee of Five Hundred Thousand Naira (N500,000:00) only at the State Central Revenue Account.
4. SUBMISSION OF TENDER DOCUMENT
Pre-qualification and financial bids should be submitted in two (2) different sealed envelopes, and labelled “Pre-qualification Bid” and “Financial Bid” respectively, with the name of the company written on one side of the envelopes. Both envelopes should be sealed in to one envelope also sealed and marked with the project name at the top right hand corner and addressed to: Director General, Economic Empowerment and Youth Employment Agency, Block A, New Secretariat Complex, Dutse, Jigawa State, not later than 18 September, 2025 by 12:00 noon.
All documents for submissions must be transmitted with a forwarding letter duly signed by company representative under the company’s Letter Head Paper bearing the CAC Registration Number (RC), Contact Address, Telephone Number (preferably GSM number) and email address.
The financial bid should contain a bid security of not less than 2% of the quoted bid by way of Bank Guarantee or Insurance Bond issued by reputable Bank or Insurance Company acceptable by the procuring entity and approved by the Jigawa State Due Process and Project Monitoring Bureau.
The bid validity period shall be 120 days from the deadline of the bid submission date.
5. BID OPENING
Bids will be opened immediately after the deadline for submission of 18 September, 2025, by 12:00 noon at the Conference Hall of Economic Empowerment and Youth Employment Agency, Block A, New Secretariat Complex, Dutse, Jigawa State.
6. GENERAL INFORMATION
i. Bids submitted after the deadline for submission will be returned un-opened;
iv. Only the financial bids of successful pre-qualified bidders will be opened, while those for the un-successful bidders will be returned un-opened;
iii. This advert shall not be construed as commitment on the part of the Jigawa State Economic Empowerment and Youth Employment Agency nor shall it entail a company to make any claim(s) whatsoever and /or to seek any indemnity from the Jigawa State Economic Empowerment and Youth Employment Agency by virtue of such company having responded to this advertisement;
iv. All costs shall be borne by the bidders as the Jigawa State Economic Empowerment and Youth Employment Agency will not be held responsible for any cost or expenses incurred by any interested party (le in connection with any response to this invitation)
v. The Jigawa State Economic Empowerment and Youth Employment Agency reserves the right to annul the procurement process or reject a bidder at any time without incurring any liabilities;
vi. Altemative bid will not be accepted
vii. Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
