Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the Oyo State Public Procurement Guidelines for Works and are opened to all interested bidders as defined in the guidelines. Oyo State Universal Basic Education Boardnow invites sealed bids from eligible and qualified contractors for the above contracts as detailed in the bidding document.
QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent Contractors, who intend to carry out the projects as described above should submit, with each tender the following documents:
(i) Evidence of Company’s Certificate of registration with Corporate Affairs Commission (CAC).
(ii) Evidence of Company’s registration with Federal Inland Revenue Services (FIRS).
(iii) FIRS Tax Clearance Certificate of the company (Limited Liability Company) for the last three (3) years (2022, 2023 and 2024) valid till 31st December, 2025.
(iv) Tax Clearance Certificate of at least 2 Directors (Limited Liability Company) or the Proprietor/Partner (Enterprise) for the last three (3) years (2022, 2023 and 2024) valid till 31st December, 2025.
(v) Interested Bidders must provide NSITF Compliance Certificate.
(vi) Evidence of company’s registration with Oyo State Bureau of Public Procurement.
(vii) Evidence of registration of Business Premises with Oyo State Government.
(viii) Evidence of verifiable list of previous/similar projects executed with letters of commission and certificate of practical completion.
(ix) Evidence of financial capability/reference letter from a reputable commercial bank.
(x) A sworn affidavit disclosing;
(a) whether or not any officer of the relevant committees of procurement entity or Bureau is a former or present Director, Shareholder or has financial interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(b) that the company is not in receivership of any form of insolvency, bankrupt proceedings nor the subject of any form of winding up petition or proceedings.
(c) that none or any of the Directors of the company has been convicted in any Country for financial crimes relating to fraud, financial impropriety or falsification of facts relating to any matter.
(xi) Letter of consent to allow verification of all the documents submitted.
(xii) Evidence of payment of non-refundable tender fee.
(xiii) Contractors who have worked for the Board and have history(s) of abandonment, termination and/or lack of capacity to execute project need not to apply.
(xiv) Company profile including organization structure, key professional staff with their names, stating their roles, designation, qualification, year of experience and telephone number, at least two (2) of which must be COREN, QSRBN, ARCON, CORBON etc. with the current year practicing license.
NOTE: Interested bidders are enjoined to visit the BPP site to access the 2007 Public Procurement Act, Section 16 (6) for further explanation on the above-stated eligibility criteria.
4.0 TENDER MODALITIES
- Tender documents and additional information may be collected from office of the Director, Planning, Research and Statistics Department.
- Tenderers may tender for more than one LOT or LOTs separately.
- Tendering shall be by open tendering.
- Tenderers should note that failure to include any of the required documents above renders the tender invalid for further consideration.

5.0 COLLECTION OF BID DOCUMENTS.
A complete set of Bidding Document in English Language may be collected by interested bidders at the above address, upon the submission of a written application to: The Executive Chairman, Oyo State Universal Basic Education Board, Agodi, Ibadan The Bidding Document may be collected by hand or sent by Courier at bidder’s expense.
6.0 SUBMISSION OF BID DOCUMENTS
One (1) original copy and three (3) other copies of bids are to be delivered in sealed “12” X “16” envelope clearly marked with the project desired and addressed to: The Executive Chairman, Oyo State Universal Basic Education Board, Agodi, Ibadan and delivered at the same address on or before 12:00 noon on Monday, 3rd November, 2025.
7.0 Bid Opening.
Bids shall be opened publicly at the expiration of Tender period on Monday, 3rd November, 2025 at 12 : 00noon at the premises of Oyo State Universal Basic Education Board, Agodi, Ibadan. Bidders are advised to attend or send representatives to the bidding exercise.
Important Notice:
(a) Companies are advised to deal directly with OYOSUBEB Headquarters as no agent(s) or proxy(s) has been appointed for this purpose. Any person or company who does contrary is at his/her own risk.
(b) The State Universal Basic Education Board is not obliged to award a contract to any contractor, notwithstanding the submission of Tender Document.
(c) The advertisement for invitation to tender shall not be construed as a commitment on the part of the State Universal Basic Education Board nor shall it entitle any contractor to make any claims whatsoever and or seek any indemnity from the Board.
(d) The State Universal Basic Education Board is under no obligation to award to the lowest bidder(s).
(e) Contractors with non-performing contracts should not apply.
