EXPRESSION OF INTEREST (EOI) FOR DESIGNING A RAW MATERIAL BACKWARD INTEGRATION AND IMPORT SUBSTITUTION PLAN AND DEVELOPMENT OF A MODEL (TOOL-KIT) TO DETERMINE 30% VALUE ADDITION OF RAW MATERIALS BEFORE EXPORT

1.0 INTRODUCTION
The Raw Materials Research and Development Council (RMRDC) Abuja, is seeking Expressions of Interest (EOI) for the prequalification of competent research and consulting firms for the execution of the under listed services:

(A) To develop a comprehensive and implementable Backward Integration and Import Substitution Plan for Raw Material inputs of the most widely consumed locally manufactured and imported goods in Nigeria. The plan should prescribe practical, prioritized backward-integration and import substitution approaches to develop or replace inadequate local supplies, including short, medium, and long-term interventions that are technically feasible, economically viable, and sensitive to regulatory, logistical, and quality-assurance constraints.

(B) To design, test and validate a standardized model (Tool-Kit) to determine 30% value addition of raw materials prior to export. Nigeria’s continued export of largely unprocessed raw materials suppresses foreign exchange earnings, exports jobs and constrains domestic industrial growth. The Tool-Kit should provide clear, measurable benchmarks and compliance metrics to guide regulators, exporters and industry stakeholders in assessing when raw materials have achieved the required value addition, thereby promoting local beneficiation, stimulating industrialization and increasing export competitiveness. Qualified firms with experience in supply chain analysis, industrial policy development, feasibility studies, and stakeholder-engagement are here by invited to submit Expression of Interest (EOI) documents of the aforementioned service.
