EXPRESSION OF INTEREST (EOI) AND PRE-QUALIFICATION OF TENDER FOR 2025 PROJECTS/PROGRAMS
INTRODUCTION
The Tertiary Education Trust Fund (TETFund), in compliance with the provisions of the Public Procurement Act (2007), intends to execute Projects/Programmes (Procurement of Works and Services), in its Zonal Offices and Beneficiary Institutions. All Interested, competent and eligible Contractors, Bidders, Consultancy Firms and Service Providers are hereby invited to submit Expression of Interest (EoI) and Prequalification Documents in not more than Two (2) LOTS for each of the under listed services and projects:
CATEGORY 1 (EOI CONSULTANCY SERVICES, CS):
1. EOI CS LOT 1 A-F; CONSULTANCY SERVICES ON QUALITY ASSURANCE FOR TETFUND’S PROJECTS IN BENEFICIARY INSTITUTIONS ACROSS THE SIX (6) GEO-POLITICAL ZONES:
- EOI CS LOT 1A: North-Central Geo-Political Zone;
- EOI CS LOT 1B: North-East Geo-Political Zone;
- EOI CS LOT 1C: North-West Geo-Political Zone;
- EOI CS LOT 1D: South-East Geo-Political Zone;
- EOI CS LOT 1E: South-South Geo-Political Zone; and
- EOI CS LOT 1F: South-West Geo-Political Zone.
2. EOI CS LOT 2 A-F: PROVISION OF CONSULTANCY SERVICES FOR IMPACT AND NEEDS ASSESSMENT OF TETFUND PROJECTS ACROSS THE SIX (6) GEO-POLITICAL ZONE:
- EOI CS LOT 2A: North-Central Geo-Political Zone;
- EOI CS LOT 2B: North-West Geo-Political Zone;
- EOI CS LOT 2C: North-East Geo-Political Zone;
- EOI CS LOT 2D: South-East Geo-Political Zone;
- EOI CS LOT 2E: South-South Geo-Political Zone; and
- EOI CS LOT 2F: South-West Geo-Political Zone.
3. EOI CS LOT 3A-E: ENGAGEMENT OF CONSULTANTS FOR POST-CONTRACT SUPERVISION OF TETFund PROJECTS
- EOI CS LOT 3A: Architectural Consultancy Services;
- EOI CS LOT 3B: Structural Engineering Services;
- EOI CS LOT 3C: Quantity Surveying Services;
- EOI CS LOT 3D: Mechanical Engineering Services; and
- EOI CS LOT 3E: Electrical Engineering Services.
CATEGORY 2 (EOI NON-CONSULTACY SERVICES, NCS):
- EOI NCS LOT 1: Technical Works and Management Services for the Design, Development, Integration, and Deployment of TETFund Technical Advisory Group (TAG) Platform.
- EOI NCS LOT 2: Facilitation Programme on Uptake of Research Output for Commercialization.
- EOI NCS LOT 3: Capacity Building Programme on Entrepreneurship Effectuation in Universities
CATEGORY 3: SPN WORKS
CONSTRUCTION/ESTABLISHMENT OF CONFERENCE FACILITY AT TETFUND’S ZONAL OFFICES
- SPN-WORKS LOT 1: Construction of 500 Seater Capacity Conference Hall at North-West Zonal Office, Kaduna State;
- SPN-WORKS 2: Remodeling and Furnishing of 500 Seater Capacity Conference Hall at South-South Zonal Office, Port- Harcourt, Rivers State; and
- SPN-WORKS 3: Construction of 500 Seater Capacity Conference Hall at South-West Zonal Office, Lagos State.
- SPN-WORKS 4: Provision of Conference Facilities including Accommodation Wing at South-West Zonal Office, Lagos State.
A. ELIGIBILITY REQUIREMENTS
Interested Firms Should Submit One (1) bound Copy of EoI Document Duly Signed, Paginated, Separated By Dividers and Arranged in the Order Outlined Hereunder:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, or Business Name;
b. Evidence of Company Tax Clearance Certificate/Evidence of Tax Waiver (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name or JV) for the last three (3) years 2022, 2023 and 2024) Valid Till 31st December 2025; with a Minimum Average Annual Turnover of N40 Million Naira, in the Case of Category 1 & 2 EoI-CS: LOT 1A-F, LOT 2A-F, LOT 3A-E and EoI-NCS: LOT 1, 2 & 3; in the Case of Category 3 SPN-WORKS LOTS 1, 2, 3 & 4 N1 Billion Naira Minimum Average Annual Turnover is required;
c. Evidence of National Pension Commission (PENCOM) Clearance Certificate valid till 31st December 2025; d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by the Bureau of Public Procurement (BPP);
g. Evidence of Firm’s Registration with Relevant Regulatory Professional Bodies e.g. ARCON/COREN/QSRBN any other Certificate of Registration issued by Regulatory Professional Body Relevant to the Project/(s) Advertised herein;
h. Recent Valid Sworn Affidavit to be issued by State or Federal High Court of Justice:
- Disclosing whether or not any officer of the relevant committees of TETFund or BPP is a former or present Director, shareholder or has any pecuniary interest in the applicant and to confirm that all information presented in its bid are true and correct in all particulars;
- That No Director Has Been Convicted in Any Country for Any Criminal Offence Relating to Fraud or Criminal Offence, Financial Impropriety or Criminal Misrepresentation or Falsification of Facts Relating to Any Matter; and
- That the Company is not in Receivership, any Form of Insolvency or Bankruptcy Proceedings of the Subject of Any Form of Winding up Petition or Proceedings.
i. Reference Letter from a Reputable Commercial Bank in Nigeria, indicating willingness to Provide Credit Facility for the Execution of the Project When Needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be Deployed for the Project/Program, Including Copies of their Academic/Professional Qualifications (e.g. COREN, QSRBN, ARCON CORBON, and any other Certificate of Registration issued by Regulatory Professional Body Relevant to the Project/(s) Advertised herein);
k. Verifiable Documentary Evidence of at Least Five (5) Similar Jobs (in Size, Nature & Complexity) Executed in the Last Three (3) Years Including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects;
l. For Joint Venture/Partnership, Memorandum of Understanding (MoU) Indicating Lead Partner(s) Should be Provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are Compulsory for each JV Partner).
m. In addition to the above, Prospective Firms bidding for EoI CS LOTS 1A-F Must have the following:
i. Be internationally reputable Management Consulting firms with track record of implementing reforms and similar quality assurance projects in multiple countries/regions;
ii. PMP (Project Management Professionals) or PRINCE2 (Project IN Controlled Environment) Certification or similar;
iii. Evidence of International Experience in quality assurance and construction project management.
iv. An Operational Offices in Close Proximity of Each of the Selected Location (Geo-Political Zone) they are bidding for.
B. SUBMISSION OF EoI DOCUMENTS, (CS: LOT 1A-F, LOT 2A-F, LOT 3A-E and NCS: LOT 1, 2 & 3)
Interested Firms are to submit One (1) Bound Copy of EOI document separated by dividers and arranged as indicated above. The document should be submitted in a sealed envelope and addressed to the Executive Secretary, Tertiary Education Trust Fund Maitama-Abuja and clearly marked with (the name of the project and the LOT Number). Furthermore, the Reverse of Each Sealed Envelope Should Bear the Name and Address of the Bidder, Category of the Project/Programme, LOT Number and Drop in the Designated Tender Proof Bid Box at Ground Floor, Room 135 Procurement Unit Not Later than 12:00pm on Monday 15th September, 2025. C. OPENING OF EOI DOCUMENTS, (CS: LOT 1A-F, LOT 2A-F, LOT 3A-E and NCS: LOT 1, 2 & 3)
The EOI documents under the above mentioned LOTS will be opened immediately after the deadline for submission at exactly 12:00pm on Monday 15th September, 2025, in the presence of Bidders or their representatives (who chooses to attend), Civil Society Organizations and Professional Bodies. Please ensure that the Bid is Deposit in the Appropriate Designated Displayed Tender Proof Bid Box and Sign the Bid Submission Register at the Procurement Unit, Room 135 Ground Floor situated at No. 6 Zambezi Crescent, Off Aguiyi Ironsi Street, Maitama-Abuja.

E. OPENING OF PREQUALIFICATION DOCUMENTS, (SPN-WORKS: LOT 1, 2, 3 & 4)

Please, ensure that the Bid is Deposit in the Appropriate Designated Displayed Tender Proof Bid Box and Sign the Bid Submission Register at the Procurement Unit, Room 135 Ground Floor situated at No. 6 Zambezi Crescent, Off Aguiyi Ironsi Street, Maitama-Abuja.
F. GENERAL INFORMATION
- Note: EOI CS LOT 1A-F; Consultancy Services on Quality Assurance for TETFund’s Projects in Beneficiary Institutions Across the Six (6) Geo-Political Zones is being re-advertised as non of the previous bidders possessed the technical eligibility criteria stated under item (m) of eligibility requirements;
- Note: EOI CS LOT 2A-F: Provision of Consultancy Services for Impact and Needs Assessment of TETFund Projects Across the Six (6) Geo-Political Zone is being re-advertised due to review of scope to align with current realities and strategic priorities of the Fund.
- EoI and Prequalification Documents must be written in English Language and signed by any official authorised by the Bidders;
- EoI and Prequalification Documents submitted after the deadline for submission will not be accepted;
- Bidders should not bid for more than Two (2) LOTS in all the Projects/Programmes advertised herein;
- All costs will be borne by the Bidders;
- Bidders can submit through Post (Courier Services) within the valid stipulated period mentioned in this advertisement;
- Only shortlisted Prequalified Consultants at EOI’s evaluation will be invited at a later date for collection of Request for Proposals;
- Only shortlisted Qualified/Prequalified Bidders will be invited at a later date for the collection of Bidding Documents;
- The Fund is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007/or held liable for misplaced or wrongly submitted bids. Note: All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper Must Bear the Name and address of the Company/Firm and must be duly signed by the authorised officer of the Company/Firm.
All the projects and programmes mentioned above are captured in the 2025 Approved Procurement Plan, Internal Working Budget and Intervention Guidelines of the Fund.
