1. The Federal Government of Nigeria (FGN) has received financing from the World Bank toward the cost of the Livestock Productivity and Resilience Support Project (L-PRES) National Coordination Office (NCO), Abuja intends to apply part of the proceeds toward payments under the contract for Building and Installation Of 40 Million Dose-Capacity Solar-Powered Strategic Regional Cold Storage Facility in Owerri, Sokoto, Lagos, Benin-City, And Yola, And Establishment of Cluster Community Pasture Development at Gogoshi Grazing Reserve, Adamawa State (Lots 1 – 6) in various location in Nigeria.

2. The Livestock Productivity and Resilience Support Project –National Coordination Office, Abuja now invites sealed Bids from eligible Bidders for the Building and Installation Of 40 Million Dose-Capacity Solar-Powered Strategic Regional Cold Storage Facility in Owerri, Sokoto, Lagos, Benin-City, And Yola, And Establishment of Cluster Community Pasture Development at Gogoshi Grazing Reserve, Adamawa State into Six (6) lots as tabulated below:

Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing, Revised Edition of February 2025 (“Procurement Regulations”), address available on www.worldbank.org/procure and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the office of the Livestock Productivity and Resilience Support Project –National Coordination Office (L-PRES) and inspect the bidding document during office hours from 9:00 am to 4:00 pm (local time) at the address given below.

5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira only (NGN50,000.00). The method of payment will be by L-PRES Account on REMITA to the designated account below:

5. Proof of payment to be presented at the address below. At the bidder’s request, the documents could also be sent by courier after paying an additional fee to cover the delivery cost.

6. Bids must be delivered to the address below on or before Thursday, October 30, 2025. 12:00 pm (local time) Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12.30 noon on October 30, 2025.

7. All Bids must be accompanied by a “Bid Security” of as indicated in the table above

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
