INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS FOR WATER SUPPLY PROJECT
1. PREAMBLE:
In compliance with the Jigawa State procurement process, the Jigawa State Water Board wishes to notify interested bidders of its intention to construct water supply scheme at the following locations.
2. PROJECT SCOPE:
LOT PROJECTS DESCRIPTION LOCATION 1 Construction of new Solar Powered Water supply scheme Dutse capital, Kazaure and Ringim Town
3. ELIGIBILITY REQUIREMENTS
To be considered for pre-qualification, interested competent and reliable bidders are required to provide verifiable evidence including but not limited to the following documents:
i. Certificate of incorporation with Corporate Affairs Commission;
ii. Certified true copy of Memorandum and Article of Association;
iii. Evidence of registration with Jigawa State Due Process &Project Monitoring Bureau
iv. Tax clearance certificate for the last three (3) years;
v. Audited account for the last one (1) year;
vi. VAT registration and evidence of past remittances;
vii. Evidence of financial capability and banking support;
viii. Company average annual turnover of not less than Ten Million Naira (₦10,000,000.00)
ix. Evidence of similar project executed( letter of award and completion certificate) at least three (3)in the last five (5) years;
x. Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies( COREN, CORBON, QSRBN, ARCONetc);
xi. That the company has fulfilled all obligations to pay taxes, pensions and social security contributions;
xii. A sworn affidavit certifying as follows:
a. That the documents submitted for the pre-qualification exercise are not only genuine but correct
b. That none of the directors of the company has been convicted by any Court of Law
c. That the company is not bankrupt
d. That none of the officers of Jigawa State/Local Government is a present director of the company
Xiii. Any other relevant information that will help in determining the company’s suitability for the work;
Any prospective bidder that does not possess any of the above documents need not apply.
4. COLLECTION OF TENDER DOCUMENT
Interested bidders are to visit the office of Director Planning Jigawa state Water Board Shuwarin, Kiyawa Local Government. Upon the payment of tender fee at the account section of the board
5. SUBMISSION OF TENDER DOCUMENT
Company profile with a covering letter of company’s letter headed should be submitted on or before 26th November, 2025 by 12:00pm. With copy of bid security of not less than 2% of the bid price ,either inform of Insurance Bond or Bank guarantee from commercial bank or any other reputable financial institution acceptable to the Jigawa state Due Process and Project Monitoring Bureau. Should be submitted to the Director Planning Jigawa State Water Board, Shuwarin
Bid signed by Managing Director of the company with attached bills bid security or insurance bound indicated the lot number and project title ,Shall be address on company letter heads to the office of the Director Planning Jigawa State Water Board, Shuwarin, Kiyawa road ,within six weeks of this publication
Note!
1. Jigawa State Water Board reserves the right to accept or reject any application at any time without incurring any liability.
2. All expenses incurred as a result of preparation and submission of document s for this exercise shall be borne by the interested company (non-refundable fee). The bid validity period should be 120 days from the deadline of the bids submission date.
6. BID OPENING
Bid opening will performed on 26th November, 2025 at 12:00noon at Jigawa State Water Board conference hall.
i. Bids submitted after the deadline for submission wil lbe returned un-opened;
ii. Only the financial bid of successful pre-qualified bidders wil lbe opened, while those for the un-successful bidders will be returned un-opened;
iii. This advert shall not be construed as commitment on the part of the Jigawa State Water Board nor shall it entail a company to make any claim (s) whatsoever and/or to seek any indemnity from the Jigawa State Water Board by virtue of such company having responded to this advertisement;
iv. All cost shall be borne by the bidders as the Jigawa State Water Board will not be held responsible for any cost or expenses incurred by any interested party (i.e in connection with any response to this invitation);
v. The Jigawa State Water Board reserves the right to annul the procurement process or reject abider at any time without incurring any liabilities;
vi. Alternative bid will not be accepted
vii. Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
