INVITATION FOR FOR PROJECTS EXECUTION
1. INTRODUCTION
LAGOS ISLAND EAST LCDA IS SEEKING BIDS from reputable and competent companies with good tracks records of performance and experience to Tender for the PROJECTS LISTED BELOW at the LCDA, in pursuance of its mandate and in compliance with the requirement of the Lagos State Public Procurement Agency Law 2021 and in line with 2025 capital budgetary provision, the Local Council Development Area now invites sealed bids from eligible and qualified bidders for the following projects. Evaluation shall be done on lot by lot bases.
2. PROJECTS
i. Lot 1: Construction of Anikantamo / Isale Agbede Street Lagos Island East
ii. Lot 2: Construction of Oshodi Street (single Lane) Lagos Island East
iii. Lot 3: Construction of Oshodi Street [Double lane with Median]
iv. Lot 4: Construction of Glover Street Lagos Island East
v. Lot 5: Procurement of Official Vehicles
vi. Lot 6: Construction of Primary Health Care Center at Phase III Estate Lagos Island East
vii. Lot 7: Reinforced Concreate Paving of Ita-Faji Street Lagos Island East.
NOTE
THE ROAD CONSTRUCTION PROJECTS SHALL INCLUDES:
i. Construction of Reinforced Concrete Drains with Cover Slabs.
ii. Interlocking Paving Stones on Carriage Way.
iii. Installation of Solar Powered Street Lights.
3. ELIGIBILITY REQUIREMENTS
Prospective Bidders are expected to provide the under listed information and documents:
1. Cover Letter duly signed by the company’s authorized signatory indicating interest
2. Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC)
4. Company’s Audited Accounts for the years (2022, 2023 and 2024)
5. Company Profile and Organization Structure with the CV of 5 key personnel with Professional Certificates.
6. Evidence of Financial Capability (Reference letter from reputable Bank capable and willing to provide line of credit for project execution, if required)
7. Current Tax Clearance Certificate of the Company and Income Tax Certificates of Two Directors for the last three (3) years (2022, 2023, 2024);
8. Evidence of Technical Capacity (list of equipment, staffing etc);
9. Possession of experience as a Prime Contractor in at least five (5) projects of similar nature and complexity with verifiable letters of contracts award and certificates of job completion within the last five (5) years;
10. Exact verifiable location and full Address/Contact, Telephone numbers and Email address of the authorized representation
11. Evidence of technical partnership (Manufacturer’s authorization where necessary)
12. In case of Joint Ventures, the company shall provide evidence of the Joint Ventures Agreement executed by all parties in the Joint Venture
13. Bid Security Bond/Guaranty in a sum equal to 1% of the Bid Amount.
14. Prospective Bidders should procure a Bidding Document at Lagos Island East L.C.D. A.
15. Evidence of Valid Registration with Lagos State Public Procurement Agency (PPA) in the appropriate Class and Category.
5. SUBMISSION OF BIDS:
Applications must be enclosed in sealed envelope and addressed to:

OPENING OF BIDS
Submitted Bids will be opened immediately, after the deadline for submission of bids. Please ensure you sign, the bid submission register on the 1st floor, Room 2 as the Procurement Unit will not be liable for misplaced or wrongly submitted BIDS
The completed bid shall be submitted on or before 12noon on Monday 20th Oct. 2025, Opening of bids follows immediately at the L.C.D.A Secretariat. (Chairman’s conference hall)
NOTE:
1. LAGOS ISLAND EAST LOCAL COUNCIL DEVELOPMENT AREA will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with responses to this invitation.
