URBAN WATER SECTOR REFORM & AKURE WATER SUPPLY AND SANITATION PROJECT
REQUEST FOR EXPRESSION OF INTEREST FOR THE ENGAGEMENT OF INDIVIDUAL CONSULTANT FOR THE PREPARATION OF PROJECT IMPLEMENTATION MANUAL (PIM)

The Federal Project Implementation Unit (FPIU) of the Federal Ministry of Water Resources (FMWR) is in the process of recruiting an Individual Consultant for the preparation of Project Implementation Manual (PIM).

The scope of the services will include but not limited to:

  • Standardize procedures and processes for project implementation amongst all project stakeholders;
  • Clarify roles and responsibilities of all stakeholders;
  • Assist PIU team in the review of the institutional and implementation arrangements and ensure that financial management, procurement, disbursement and the monitoring and evaluation aspects have been properly and comprehensively articulated in the project implementation Manual(s);
  • Ensure the setting-up of appropriate administrative arrangements at all levels of operation;
  • Ensure sustainability of interventions in terms of maintenance of assets and collective management of common property resources;
  • Provide broad criteria for measuring achievements in line with set targets, especially as it relates to the project concept note and project Development Objectives; and
  • Draft the project Implementation Manual(s) for PIUs of FMWR&S and Ondo State Water Corporation (OSWC).

Qualification
The minimum qualifications and experience of the Consultant are:

i. Possess a minimum degree in the field of Civil Engineering/Water Resources Engineering

ii. At least 5 years of demonstrated related experience in drafting project implementation manual,

iii. Experience with Donor Partners & FMWR&S

iv. Ability to work independently, iv

v. English fluency required,

Assumption of duties and Duration of Contract
The successful applicant may be expected to assume duties in February, 2026 or earlier.

The duration of the work is estimated for three weeks from the date of signing the contract agreement.

Evaluation Criteria
The prospective consultants’ expression of interest will be evaluated based on the following criteria:

i. General qualification and suitability for the task to be performed: 40%

ii. Experience in the specific assignments described in the TOR: 40%

iii. Experience with Donor Partners and the Federal Ministry of Water Resources & Sanitation: 10%

iv English Language Proficiency and Computer Literacy: 5%

v. Knowledge of the African Region, and Nigeria in particular: 5%

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations, October 2015, which is available on the Bank’s website at http://www.afdb.org.
