TERMS OF REFERENCE AND EVALUATION TOOL
EXPRESSION OF INTEREST FOR OFFICE MAINTENANCE & REFURBISHMENT SERVICES
1. Background
The International Organization for Migration (IOM) is seeking qualified and reputable vendors/contractors to provide ongoing office maintenance and refurbishment services in the Lagos Office. The services are required to support day-to-day operational needs across IOM Lagos facilities, ensuring a safe, functional, and well-maintained working environment.
2. Objective
The purpose of this Expression of Interest (EOI) is to identify capable service providers who can deliver routine and on-call maintenance services, including but not limited to:
- Electrical works
- Plumbing repairs
- Ceiling and roofing repairs
Successful vendors will be shortlisted to participate in future RFQ or tender processes.
3. Scope of Work
Selected providers will be expected to perform any or all of the following:
3.1 Electrical Services
- Replacement faulty components such as of sockets, switches, lighting systems, and wiring
- Fault diagnosis and rectification
- Maintenance of internal power systems and load shedding
3.2 Plumbing Services
- Pipe repairs and replacements
- Fixing leaks and drainage issues and blockages
- Maintenance of water supply systems and sanitary features
3.3. Ceiling and Roof Repairs
- Clearing of clogged roof gutters
- Replacement of roofing sheets and fixing roof leakages
4. Deliverables
Service providers must:
- Respond promptly to maintenance requests
- Provide high-quality and durable workmanship
- Maintain cleanliness and safety during and after work
- Deliver services within agreed timelines
- Submit itemized invoices for all completed work
5. Vendor Eligibility Requirements
Interested companies must submit:
1. Company profile with Official contact information (address, email, telephone)
2. List of service(s) offered
3. Corporate registration documents ( CAC)
4. Tax compliance certifications for 2024
5. The firm must have successfully offered training services to at least 3 reputable organizations in the last 2 years (attach evidence).
6. Provide CVs and profiles of this project’s proposed trainers/facilitators and a detailed company profile
6. Evaluation Criteria
Shortlisting will be based on:
- Technical capability
- Relevant experience and past performance
- Qualified personnel and available equipment
- Financial soundness
- Completeness and accuracy of submitted documentation
7. Duration
Shortlisted vendors will be pre-qualified for a period of One (1) year, subject to acceptable performance.
8. Submission Procedure
All Expressions of Interest should be submitted via email clearly titled:
“Expression of Interest – Office Maintenance and Refurbishment Services”
and addressed to: iomlagostenders@iom.int
9. Deadline
All submissions must be received on or before:
29th December 2025, 2pm prompt
