INVITATION TO TENDER (ITT) FOR UPGRADING OF THE ABIA STATE GEOGRAPHIC INFORMATION SYSTEM (GIS)
(1.0) INTRODUCTION
The Abia State Ministry of Lands in its commitment to modernizing land administration through the Digital Archive System and GIS integration, hereby invites reputable and competent ICT firms to submit tenders for the Upgrading of the Abia State Geographic Information System (GIS).
(2.0) SCOPE OF WORK
The project includes but is not limited to:
- Upgrading of central GIS database and server Infrastructure.
- Digitalization and Recertification of land title documents.
- Integration with the Abia State Social Identity Number (ABSSIN) for automated land transactions.
- Training of Ministry staff on advanced GIS software and data management
(3.0) ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission.
(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December.
(c) Evidence of Abia State Identity number (ABSSIN) registration.
(d) Company profile, personnel and similar Jobs executed In the last five years.
(e) All documents for submission must be transmitted, with a cover letter bearing the company/firm’s letter head paper and written in English.
(f) Certificate of registration with Abia State Ministry of Lands upon payment of a non-refundable fee.
(g) Evidence of firm’s registration with relevant professional body, e.g. COREN/ QSRBN/TOPREC/ ARCON /CO RBON/ SURCON/ESVARBON etc.
(h) Technical Capacity: Profile of the firm including CVs of key professional staff (e.g.. Senior Software Developers) and evidence of at least three similar GIS projects successfully completed in the last five years.
(j) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Abia State Ministry of Lands is a former or present rector, shareholder or has any pecuniary Interest In the bidder and confirm that all Information presented In Its bid are true and correct in the particulars.
(j) Financial Capability: Reference letter from a reputable commercial bank.
(4.0) SUBMISSION OF TENDER DOCUMENTS
Bids must be submitted in two separate sealed envelopes (Technical and Financial), placed within a larger envelope clearly labeled
“Upgrading of the Abia State Geographic Information System (GIS)”, The submission should be addressed to the Permanent Secretary, Ministry of Lands, Block A, State Secretariat; Ogurube Layout, Umuahia, Abia State.
(5.0) CLOSING DATE AND TIME
The deadline for submissions is 6 weeks from the date of this Publication (30 March, 2026).
(6.0) OPENING OF BIDS
Technical and financial bids will be opened Immediately on the first Work day after the deadline in the Ministry’s Conference Room, with bidders or their representatives Invited to attend.

The Ministry reserves the right to decline any bid or cancel the process without liability.
