INVITATION TO BID FOR DUALIZATION OF MOBIL-MCC- AKAI-EFA ROAD AND FLYOVERS AT MOBIL JUNCTION AND EFFIOTTE ROUNDABOUT
INTRODUCTION:
The Cross River State Government through the Ministry of Works and Infrastructure in compliance with provision of the public procurement Act 2007 intends to undertake the execution for the DUALIZATION OF MOBIL-MCC- AKAI-EFA ROAD AND FLYOVERS AT MOBIL JUNCTION AND EFFIOTTE ROUNDABOUT. To this end, reputable and competent contractors with good track records of performance and experience are invited to tender for the above -mentioned project.
SCOPE OF WORK: As contained in the bid document.
REQUIREMENT FOR QUALIFICATION:
To qualify for consideration, your submission should accompany with the following:
(1) Evidence of Registration with corporate affairs Commission of Nigeria (CAC).
(2) Evidence of Registration or renewed certificate with Cross River State Due Process and Price Intelligent Bureau (DBBIP) in the relevant category (2026).
(3) Company audited Account for three (3) years (2023,2024,2025).
(4) Current Tax Clearance certificate for three (3) years (2023,2024,2025).
(5) Evidence of verifiable similar jobs done.
(6) Directors Tax clearance for three years (2023,2024,2025).
(7) Vat registration/Evidence of remittances.
(8) Evidence of financial capacity from reputable banks.
(9) Evidence of knowledge of the industry/possession of equipment.
(10) Key technical personnel with relevant professional qualifications.
COLLECTION OF BIDING DOCUMENTS
Bid document are to be collected from the PROCUREMENT OFFICER, OFFICE OF THE COMMISSIONER, MINISTRY OF WORKS AND INFRASTRUCTURE, CALABAR.
SUBMISSION OF TECHNICAL AND FINANCIAL BIDS
3(Three) hard copies of completed bids, 1 (one) original and 2(two) copies and a soft copy are to be submitted in three weeks (21 days) with effect from———(both technical and financial bids) address, sealed. And enveloped separately and enclosed in one large envelop measuring 29.5*35.5cm and addressed to:

VISIT TO SITE: Contractors are advised to visits the site to assess the scope of work before submission of their completed bids.
CLOSING DATE FOR SUBMISSION/OPENING OF BIDS;
All bids should reach the procurement unit of the office of the Honourable: Ministry of Works and Infrastructure, Calabar. The expiration date of submission is 21 working days on or before 12:00pm, when the register for the receipt of bids will be closed. The bids will be open on the last date of submission by 12:15 pm in the Ministry Conference room.
NOTE:
(a) The cost of the bids document is the liability of the bidder. The office of the Honourable Commissioner is not constraint to include the name of your company in final list of recommended companies nor shall any form of compensation be paid for responding to this invitation.
(b) All document submitted will be verified with appropriate issuing agencies to ascertain their authenticity.
(c) The Ministry reserves the right to reject any bid at any time without any liability and assigned any reason thereof.
(d) Bidders who have work for the Ministry of Works and Infrastructure and have history of poor performance abandonment, termination and /or prolonged contract execution period need NOT APPLY.
(e) The Ministry will not enter any form of correspondence with contractors.
(f) The Ministry will not oblige to accept lowest or any tender.
(g) Submission must be accompanied with Sworn affidavit indicating that all documents submitted are genuine and veritable.
(h) This advertisement shall not be construed as a commitment on the part of the Ministry to award contract to any bidder.
(i) Companies or their representative, Civil societies, NGO’s, EFCC, ICPC, Professional bodies and general public are by this publication invited to witness the bidder opening exercise.
(j) Adherence to instruction in the bid document is mandator.

Bidders must carefully study specialization and visit the site before bidding. No request for any change in rate or condition for reasons for lack of information on any particular point shall be entertained after receipt of bids
Bids must be submitted in one original copy, the rate shall be filled in the scheduled provided in the BEME. Cross River State Government reserve the right to….
(a) Accept or Reject Tender/Bid
(b) Annul the Tender/ Bid process and reject all bids at any point in time prior to the award of contract without.
(i) Incurring liability from any bidder
(ii) Any obligation to inform the bidder about the grounds for such action
