INVITATION FOR EXPRESSION OF INTEREST FOR TECHNICAL AND FINANCIAL BIDS FOR PROJECTS EXECUTION

(1.0) INTRODUCTION
The Kwara State Government through the Ministry of Education and Human Capital Development is to embark on provision and upgrading of facilities in schools across the sixteen (16) Local Government Areas in the State. The project will include some new construction works, renovation of selected existing dilapidated structures, science laboratory equipment and WASH facilities. In compliance with the Kwara State Public Procurement Law as amended, the Ministry wishes to invite interested reputable and competent Contractors with relevant experience and good track records to submit Bids for the proposed projects.

(2.0) SCOPE OF WORKS
The State Government will carry out series of renovation of existing structures and construction of additional facilities in another phase of 70 public schools in the state. The location of the projects and descriptions of basic needs of the schools are the following schools:

(3.0) ELIGIBILITY REQUIREMENTS
Interested and competent Contractors wishing to submit tenders are requested to submit their companies’ profiles which shall include the following:

(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC).

(ii) Evidence of Registration/Renewal with Kwara State Public Procurement Agency.

(iii) Evidence of current Industrial Training Fund (ITF) compliance Certificate valid till 31 December, 2025.

(iv) Evidence of current Pension Compliance Certificate valid till 31 December, 2025.

(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31 December, 2025.

(vi) Evidence of Company’s Income Tax Clearance for the last three (3) years (2024, 2025 and 2026).

(vii) Company Audited Accounts for the last three (3) years (2024, 2025 and 2026).

(viii) Evidence of VAT registration and remittances

(ix) Evidence of financial capability to execute the project by submission of reference letter from a reputable Commercial Bank in Nigeria.

(x) Evidence of ownership or lease agreement of relevant Plants and Equipment

(xi) Company’s profile with Curriculum Vitae of professional staff including their Academic and professional qualifications.

(xii) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Job Completion Certificates, etc.

(xiii) Additional documents. that can indicate your competence for the job

(4.0) SUBMISSION OF TENDER DOCUMENTS
Prospective Bidders are to submit Bids in a hard copy of each technical and financial bids packaged separately in sealed envelopes and clearly marked as ‘Technical Bid’ or ‘Financial Bids’. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Honourable Commissioner, Ministry of Ministry Education and Human Capital Development, Ilorin and clearly marked with the name of the project (e.g. LOT, school and LGA).

Furthermore, the reverse of each sealed envelope should bear the name and address of the Company and must be delivered to the Office of the Tender Secretary, Ministry of Education and Human Capital Development, Ilorin not later than 12 Noon of Wednesday, 25 February, 2026.

(5.0) OPENING OF BIDS
The bid documents will be opened immediately after the deadline for submission at 12:00 Noon of Wednesday, 25 February, 2026 in the Conference Room of the Ministry.

Please note that the Ministry of Education and Human Capital Development will not be held liable for misplaced or wrongly submitted Bid documents.

(6.0) GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorized by the Company;

(b) Bid submitted after the deadline for submission would be returned un-opened;

(c) All costs will be borne by the bidders;

(d) Indication of the date of completion of the project will assist to assess your capability for the job

(e) Arrangement of technical documents in hard copies should follow the order in the list above and appropriately paged. The technical document should have a table of content indicating the pages, which these items are to be found.

(f) The Kwara State Ministry of Education and Human Capital Development is not bound to accept any bidder and reserves the right to annul the Procurement Process at any time without incurring liabilities in accordance with section 38 of the Kwara State Public Procurement Law, No. 7 of 2018, as amended.
