INVITATION TO TENDER FOR PROJECTS EXECUTION
(1) Tenders are hereby invited from suitably qualified companies to execute the project listed below:
(i) Construction Of Two Persons Male Student Hostel (Lot 1) At The Southern Delta University, Orerokpe Campus
(ii) Construction Of Four Beds Male Student Hostel (Lot 2a) At The Southern Delta University, Orerokpe Campus
(iii) Construction Of Four Bed Male Student Hostel (Lot 2b) At The Southern Delta University, Orerokpe Campus
(2) Tender application Forms and Documents are to be collected from the Director, Planning, Research and Statistics. Ministry of Higher Education, Prof. Chike Edozien Secretariat Complex, Cluster ‘E’, Asaba, Delta State, upon non-refundable payment of the prescribed fee as contained in 3(v) below
(3) Tenders must be accompanied by the following:
(i) Evidence of Registration as a contractor with Delta State Government;
(ii) Evidence of Registration with the Corporate Affairs Commission;
(iii) Evidence of Valid Tax Clearance Certificate;
(iv) Verifiable contact address of Business Office(s) premises, Utilities Bill etc.;
(v) Evidence of payment of Tender fee of N500,000.00 for the projects stated in i – iii above.
(vi) Evidence of Professional/Technical Qualifications;
(vii) Evidence of financial capability;
(viii) Evidence of previous jobs successfully executed;
(ix) Evidence of DSIR Card/Registration;
(x) Statutory Returns including Audited Accounts for last 3 years;
(xi) Evidence of Sworn Court Affidavit on information by the Bidders; and
(xii) Evidence of payment of N250,000.00 for the projects stated in i- iii above in Bank Draft in favour of Ministry of Higher Education, Asaba for processing of the tender documents.
(4) Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, Planning, Research and Statistics of the Ministry of Higher Education for guidance.
(5) All tender documents which should be in two copies each, together with the completed Bills of Engineering Measurement and Evaluation (BEME), should be put in a wax-sealed envelope addressed to:

(6) The project title should be clearly marked at the top left-hand corner of the envelop.
(7) All Tender Documents should be delivered to:
The Ministerial Tenders Board Secretariat,
Ministry of Higher Education, Asaba.
(8) Tenderers should note that the Board in considering of the tenders would not be bound to accept the lowest or any bidder.
(9) Late bides after Wednesday, 08 April, 2026 at 12noon, will be rejected.
(10) Tenders will be opened at11.00am on Thursday, 09 April, 2026 in the presence of Bidders or Bidders representatives who choose to be present at the Meeting Room, Ministry of Higher Education, Cluster E, Asaba.
