INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR EXECUTION OF THE YEAR 2025 TETFUND ICT INTERVENTION

(1) INTRODUCTION

Ebonyi State College of Education, Ikwo, invites interested, competent and reputable contractors/suppliers with relevant experience and good track record to submit bids for the execution of the under-listed projects under the 2025 Intervention.

(2) SCOPE OF WORK/LOTS

2Procurement and Installation of Content Creation Studio and Hybrid Learning Facilities
3Capacity Building and Training Services

(3) ELIGIBILITY REQUIREMENTS

Interested bidders are required to submit the following documents:

(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 & CAC7

(b) Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2022-2024)

(c) Evidence of current Pension Compliance Certificate issued by PENCOM

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate

(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate

(f) Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by BPP (Interim Registration Report)

(g) Company Profile with verifiable evidence of at least three (3) similar jobs successfully executed in the last five (5) years

(h) Sworn Affidavit:

  • confirming that all information presented is true and correct
  • that the company is not in receivership or under liquidation
  • that none of the Directors has been convicted of any criminal offence relating to fraud or financial impropriety
  • that the company is not in default of any tax obligation

(i) Evidence of financial capability (bank reference letter and recent bank statement)

(4) COLLECTION OF TENDER DOCUMENTS

Interested bidders are to collect the Standard Bidding Documents (SBD) from the Procurement Unit, Ebonyi State College of Education, Ikwo, upon presentation of evidence of payment of a non-refundable tender fee of N10,000.

(5) SUBMISSION OF TENDER DOCUMENTS

Prospective bidders are to submit two (2) hard copies each of Technical and Financial bids, packaged separately in sealed envelopes and clearly marked “Technical Bid” and “Financial Bid” indicating the Lot number. Both envelopes should be enclosed in a larger sealed envelope addressed to: The Provost, Ebonyi State College of Education, Ikwo, Ebonyi State.

Submission deadline: 12 noon, on Monday, April 6, 2026.

Late submissions will be returned unopened.

(6) OPENING OF TECHNICAL BIDS

Only Technical Bids will be opened immediately after the deadline for submission at the College premises in the presence of bidders or their representatives, relevant professional bodies, civil society organisations, and the general public.

(7) GENERAL INFORMATION

  • Bids must be in English Language and signed by an authorised official
  • Bids submitted after the deadline will be rejected
  • This advertisement shall not be construed as a commitment on the part of Ebonyi State College of Education, Ikwo, nor shall it entitle any bidder to make any claim whatsoever
  • Ebonyi State College of Education reserves the right to verify all claims and documents submitted
  • Only pre-qualified bidders at technical evaluation will be invited for financial bid opening
