INVITATION TO TENDER FOR PROJECTS EXECUTION
(1) INTRODUCTION
The Lagos State University is seeking to engage the services of reputable, competent and eligible firms to undertake the Partitioning, Shelving and Cabinetry, Supply of Furniture and Fixtures, and Office Areas and Public Spaces Furniture for Babajide Oiusola Sanwo- Olu Library Complex, Lagos State University, Ojo,
(2) SCOPE OF GOODS AND SERVICES
The scope of goods and services is listed below, while additional information is contained in the Standard Bidding Documents (SBD):
- Lot 1: Partitioning, Shelving and Cabinetry
- Lot 2: Supply of Library Furniture and Fixtures
- Lot 3: Office Areas and Public Spaces Furniture
BID DOCUMENTS
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7;
(b) Evidence of Company Income Tax Clearance for the last three (3) years (2023, 2024 and 2025) valid till 31st December, 2025;
(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2025;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
(e) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2025;
(f) Evidence of Registration of the National Database of the Bureau of Public Procurement (BPP) by submission of IRR valid till 31st December 2025;
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of Lagos State University and Bureau of Public Procurement (BPP) is a former or present Director, shareholder, or has any pecuniary Interest In the bid, and to confirm that all information presented in the bid is true and correct In all particulars;
(h) Company’s audited accounts for the last three (3) years;
(i) Company profile with the curricula vitae of key staff to be deployed on the project, including copies of both their academic and professional qualifications;
(j) For Joint Venture/Partnership, a Memorandum of Understanding (MoU) should be provided including CAC, TCC, Pension Compliance Certificates, Job Completion Certificates, ITF, NSITF and IRR which are compulsory for JV/Partnership;
(k) Evidence of financial capacity to execute the project by submission of a reference letter from a reputable bank indicating willingness to provide credit facility for the execution of the project when needed;
(l) Verifiable documentary evidence of at least three (3) years of similar jobs executed in the last five (5) years including letters of award, valuation certificates, job completion certificates, and possible photographs;
(m) All documents for submission must be transmitted with a covering/ forwarding letter under the company’s/firm’s letterhead paper bearing amongst others, the Registration Number (RC) as issued by CAC, genuine contact address, telephone number, and email address.
The letterhead must bear the names and nationalities of the Directors of the company at the bottom of the page, duly signed by the authorised officer of the firms
NB: The documents above are expected to be arranged sequentially in the order in which they are listed please.
(4) COLLECTION OF BIDDING DOCUMENTS
Prospective bidders are to collect the Standard Bidding Documents (SBD) from the University’s Procurement Unit, 2nd Floor, Babatunde Raji Fashola Senate Building, Lagos State University, Main Campus Ojo, Lagos, from the date of this publication between the hours of 8.00am and 4.00pm on weekdays. Evidence of payment of Twenty-Five Thousand Naira only (N25, 000) non-refundable fee should be paid to LASU Revenue Account. UBA 1013948415
Evidence of payment must be presented at the Procurement Unit before collection of Tender Documents.
(5) SUBMISSION OF TENDER DOCUMENTS
Tender Documents are to be enclosed in two separate envelopes, one to contain the technical bid and boldly marked “Technical” on the top right-hand side of the envelope and the other to contain the financial bid and boldly marked “Financial” on the top right corner. The two envelopes are to be placed in one large envelope addressed to
Lagos State University Procurement Unit,
2nd Floor, Babatunde Raji Fashoia Senate Building,
LASU Main Campus, Ojo, Lagos.
Furthermore, the large envelope, which contains the bid is to be submitted to the Lagos State University Procurement Unit not later than 4.00 p.m. on 06 April, 2026.
Bidders are to ensure that they sign the Bid Submission Register at the point of submission. Any bid received after the deadline shall be returned unopened to the bidder.
(6) OPENING
The bids shall be opened by 9.00 a.m, at the stipulated time and deadline on 07 April, 2026 in the presence of the bidders or their representatives, Non-Governmental Organisations, Professional Bodies Anti-Corruption Advocates and the general public.
(7) GENERAL INFORMATION
(a) Invitation to Tender (ITT) must be in English Language and signed by an authorised official of the firm;
(b) Bids submitted after the deadline for submission shall be rejected and returned unopened;
(c) Delivery of bid by courier shall not be accepted;
(d) The University is not bound to shortlist any bidder and reserves the right to annul the process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act (2007);
(e) All costs shall be borne by the bidders;
(f) Original documents must be sighted prior to the award of the contract to the most eligible firm;
(g) Any affidavit that pre-dates this advert or addressed to any organisation would be rejected.
