INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2025 TETFUND CAREER SERVICE CENTRE INTERVENTION
1.0 INTRODUCTION
The Lagos State University of Science and Technology, Ikorodu formerly Lagos State Polytechnic, in compliance with the Public Procurement Act 2007 hereby invites interested, competent and reputable companies to submit tender bid documents for its Year 2025 TETFund Career Service Centre Intervention project so mentioned below:
Lot 1: Procurement of Utility Vehicle (TETF/POLY/LASUSTECH/CC/25/01): Procurement of Kia Rio 2023 Model Brand new Fabric interior, Luxurious finish, Automatic transmission, 4 cylinder, 4doors, Airbags, Alloy Wheels, AM/FM Radio, CD Player, Air Conditioning.
Lot 2: Career Centre Programmes (TETF/POLY/LASUSTECH/CC/25/02):
1. Employability Skills Workshop
2. Career Fair & Employer Engagement Day
3. Entrepreneurship Bootcamp
Lot 3: Staff Training/Capacity Building (TETF/POLY/LASUSTECH/CC/25/03): CIPM Certification Registration, Training, Testing and certification
Lot 4: Career Service Resources (TETF/POLY/LASUSTECH/CC/25/04):
1. Digital Career Platform Subscription
2. Soft Skills and Aptitude Testing Software
2.0 ELIGIBILITY REQUIREMENTS
For purpose of evaluation, interested Contractors should supply the under listed information including but not limited to the following:
a. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC 7
b. Evidence of Company’s Income Tax Clearance Certificate for the past three (3) years (2022, 2023 and 2024);
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database for Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025;
g. Sworn Affidavit:
h. disclosing whether or not any officer of the relevant committees of the Lagos State University of Science and Technology, Ikorodu or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
i. that no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
j. that the Company does not have existing loan of financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last (4) four months;
k. Company’s Audited Account for the last three (3) years (2022, 2023 and 2024);
l. Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
m. Company’s profile with the Curriculum Vitae of the Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
n. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates and Photographs of the projects;
o. Evidence of Firm’s current Registration with relevant regulatory professional bodies;
p. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
3.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies of pre-qualification documents of the technical bids packaged together in sealed envelopes and clearly marked as “Technical Bid” addressed to: The Vice-Chancellor, Lagos State University of Science and Technology, Ikorodu, Lagos. The reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Council Chamber, Ikorodu Campus not later than 12:00noon of 23rd March, 2026.
5.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
The technical bids will be opened immediately after the deadline of the submission at 12:00noon, 23rd March, 2026, at the Council Chamber, Ikorodu Campus in the presence of bidders or their representatives. Please, ensure that you sign the Bid submission Register at the Directorate of Procurement, Ikorodu Campus as the University will not be held liable for misplaced or wrongly submitted bids.
6.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. All cost will be borne by the bidders;
d. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption Transparency and Private Professional bodies and covered by video recording;
e. All documents for submission must be bounded properly, numbered and duly signed on each page with a well-arranged table of content;
f. Bid documents that are not clearly marked with Bidder’s identity will not be opened;
g. Note that tender documents not clearly printed/photocopied will be disqualified;
h. Only pre-qualified bidders will be invited at a later date for collection of Tender documents;
i. The Lagos State University of Science and Technology Ikorodu, Lagos is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with provisions of the Public Procurement Act 2007
