INVITATION FOR PRE-QUALIFICATION FOR YEAR 2025 TETFUND PROJECT MAINTENANCE INTERVENTION 2025R/SY478
1.0 INTRODUCTION
The Lagos State University of Science and Technology, Ikorodu formerly Lagos State Polytechnic in compliance with the Public Procurement Act 2007 hereby invites interested, competent and reputable companies to submit tender documents for YEAR 2025 TETFUND PROJECT MAINTENANCE INTERVENTION 2025R/SY478 mentioned below:
Proposed Rehabilitation of 700-Seater Lecture Auditorium for School of Agriculture comprising: demolition, Roof; removal and replacement of 50㎡ Aluminium roofing sheet, Windows; repair 3Nr damaged window panels, missing locks, and accessories and replace broken glass size 1000x1300mm in panel 5mm thick, Doors; supply and install 2Nr well-polished wooden panel door complete with frame and all other accessories, allow for the replacement of architraves and locks, repair damaged wooden panel door, Fixtures and Fittings; provide 24Nr steel pedestal base to elevate air condition size 600mm x 300mm, repair of 8Nr damaged wooden padded seat table size 350 x 2500mm, repair and replace existing 2Nr damaged seat cover, repair 7Nr damaged seat back rest, repair damaged 320Nr auditorium seats, allow for replacement of damaged wooden wall panel 90m² and polishing of existing ones, Wall Finishes: apply vinyl mat emulsion paint to 1205 floated surfaces, prepare and apply 667m² standard coat of captex texture paint, cement and sand (1:4) floated bed to general surfaces to receive further finishes, Electrical Installation; electrical lighting fittings and cabling, conducting wiring for lighting points, provide electrical power sockets and cabling, conducting and wiring to all power sockets, Mechanical Installations; 3Nr twyford brand wash-down white glazed water closet unit, 3Nr twyford brand white glazed wash hand basin with single tap hole, 3Nr hand bidet complete with chrome hose, 3Nr sere to wall toilet roll holder in stainless steel, 2Nr stainless steel soap dispenser, 2Nr automatic hand drier complete with accessories, Air Condition and Accessories; 18Nr 3HP floor standing inverter air condition with all necessary accessories, 1Nr 1.5HP split unit air conditioner complete with safety, voltage fluctuation, and accessories, 1Nr GX9 reversible Xpelair fans complete with timer and accessories, repair and replace ceiling finishes, repairs of faulty 12Nr 3HP standing ACs and refilling gas, Ceiling Finishes; 199m² installation of ceiling grid system to provide framework to place PVC panels, Furnishing; 1Nr projector with Wi-Fi, native 1080p outdoor, 1Nr podium pulpit stand CSV 640 wireless with attached speakers and microphone, 1Nr electric motorised projection screen 65inches with remote control, 1Nr supply and install 6-in-1 MDF wood and steel lecture theatre seats and tables for lecture halls, 1Nr 65″ smart TV tlink AI 4K smart AV, 3HDMI, USS, DTV support e.t.c.
For purpose of evaluation, interested Contractors should supply the under listed information including but not limited to the following:
a. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC7
b. Evidence of Company’s Income Tax Clearance Certificate for the past three (3) years (2022, 2023 and 2024);
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database for Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 3/12/2025;
g. Sworn Affidavit:
- disclosing whether or not any officer of the relevant committees of the Lagos State University of Science & Technology, Ikorodu or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- that no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
- that the Company does not have existing loan of financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last (4) four months;
h. Company’s Audited Account for the last three (3) years (2022, 2023 and 2024);
i. Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s profile with the Curriculum Vitae of the Key Staff to be deployed for the project, including copies of their practice Licence such as COREN, QSRBN, ARCON, CORBON etc;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates and Photographs of the projects;
l. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner)
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies of pre-qualification documents of the technical bids packaged together in one sealed envelope and clearly marked as “Technical Bid” addressed to: The Vice-Chancellor, Lagos State University of Science and Technology, Ikorodu, Lagos. The reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Council Chamber, Ikorodu Campus not later than 12:00noon of 23rd March, 2026.
5.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
The technical bids will be opened immediately after the deadline of the submission at 12:00noon 23rd March, 2026 at the Council Chamber, Ikorodu Campus in the presence of bidders or their representatives. Bidders not represented would have its bids kept unopened. Please, ensure that you sign the Bid Submission Register at the Directorate of Procurement, Ikorodu Campus as the University will not be held liable for misplaced or wrongly submitted bids.
6.0 GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. All cost will be borne by the bidders;
d. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption Transparency and Private Professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online
e. All documents for submission must be bounded properly numbered and duly signed on each page with a well-arranged table of content;
f. Bid documents that are not clearly marked with bidder’s identity will not be opened;
