INVITATION FOR PRE-QUALIFICATION AND TENDER FOR
YEAR 2025 DISASTER RECOVERY INTERVENTION 2025V/SX825 (FIRE): APPROVAL-IN-PRINCIPLE

1.0 Introduction
The Niger Delta University, Wilberforce Island invites interested, competent and reputable contractors to make submissions for pre-qualification and tender for the YEAR 2025 DISASTER RECOVERY INTERVENTION 2025V/SX825 (FIRE):: APPROVAL-IN-PRINCIPLE.

2.0 Scope of Work
The scope of work consists of Renovation of Mass Communication Studio, ICT Building.

3.0 Description of the work
Lot 1: PROPOSED REMODELING OF MASS COMMUNICATION STUDIO, ICT BUILDING TO INCLUDE: DEMOLITION AND ALTERATION WORKS, ROOF: Replacement of Severe Damaged Roof Members and Coverings, WALLS (External and Internal): Replaster/Make Good Affected (Cracks/Plaster Loss And Peeling/Damped/Moss) Walls, Prepare For Repainting, FINISHES: Floor/Wall: Replacement of Broken/Loose Ceramic Floor Tiles And Lay Glazed Wall Tiles, CEILING: Replacement of Defective/Affected Ceiling Finishes, WINDOWS: Replacement of Missing/Damaged Frames And Glazing with 16Nr New Aluminium Windows (Various Sizes), DOORS: Replacement Of Hardwood Doors with 26Nr New Ones (Various Sizes), MECHANICAL WORKS: Replacement of Damaged 43Nr Sanitary Fittings And 12Nr AC Units With New Ones, ELECTRICAL Works: Replacement Of Exposed/Burnt Wiring And Fittings, PAINTING: Repaint Internal And External Walls 156Dsqm, FITTINGS AND FURNISHINGS :Replacement of 59Nr Damaged ICT and Furniture. As per Beneficiary Institution’s Submission.

4.0 ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents for pre-qualification:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s current Annual return 4ns to CAC;
c. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025 with minimum average annual turnover of N50 Million;
d. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
e. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bids whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
f. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
g. Evidence of Registration on the national Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by BPP;
h. Sworn Affidavit:

  • Disclosing whether or not any officer of the relevant committees of the Niger Delta University, Wilberforce Island or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  • That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
  • that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
  • that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months

i. company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025, duly acknowledged by the Federal Inland Revenue Service (FIRS);
j. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility not less than N50 million for the execution of the project when needed;
k. company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
m. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
n. For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
o. All documents for submission must be transmitted with a covering/forwarding letter under the company/Firm’s letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Director of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

5.0 COLLECTION AND SUBMISSION OF BID DOCUMENTS:
Interested and competent bidders are requested to collect bid documents from the office of the Director, Physical Planning, Niger Delta University between the hours of 9.00 a.m. to 3.00 p.m., from the date of this publication, upon presentation of evidence of payment of non-refundable tender fee (bank draft) of N10,000.00 (Ten Thousand Naira) at the Bursary department of the University. The drafts should be made payable to the Bursar, Niger Delta University, Wilberforce Island.

6.0 SUBMISSION OF BID DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid document only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

The envelope should be clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should bear the Name, Telephone Number and Mailing Address of the bidder and hand-deliver in the designated Tender Box in the Registrar’s Office not later than 12:00 noon, Tuesday, 21st April, 2026.

7.0 OPENING OF BID
The bid documents are scheduled to be opened publicly at 12 noon on Tuesday, 21st April, 2026, at the Vice Chancellor’s Conference Room. Companies or their representatives, Civil Societies Organizations (CSO), Professional Bodies and members of the general public are invited to witness the bids opening exercise.

8.0 Additional Information
i) The University may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
ii) Bidders who have worked for the University and have a history of poor performance, abandonment, termination and/or prolonged contract execution period need not to apply;
iii) All submission pages must be duly initialled by the company;
iv) Non-compliance to the instructions will lead to disqualification;
v) Submission must be made only in English Language;
vi) This invitation shall not be construed to be commitment on the part of the University nor shall it entitle any Company to make any claims whatever and seek indemnity from the University, by virtue of having responded to this advertisement;
vii) Late submission will be returned un-opened;
viii) Attendees at the bid opening shall be required wash hands, use hand sanitizer, wear mask and observe physical distancing. The Bids will be opened in the presence of CSOs and Professional bodies and covered by video recording; invitation link will be sent to bidders who chooses to join the bid opening online;
ix) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
x) The Niger Delta University, Wilberforce Island is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
