(1) The Federal Government of Nigeria (FGN) has received financing from the World Bank toward the cost of Livestock Productivity and Resilience Support (L-PRES) Project, State Coordination Office (SCO), Ebonyi intends to apply part of the proceeds toward payments under the contract for establishment of Ebonyi State Integrated Livestock Value Chain Hub, Ezzangbo, in Ohaukwu Local Government Area, Ebonyi State.

(2) The Ebonyi State L-PRES Project Implementation Unit(PIU) now invites sealed Bids from eligible Bidders for Construction of Ultramodern Abattoir and Artificial Insemination Centre at Ebonyi State Integrated Livestock Value Chain Hub, Ezzangbo in Ohaukwu Local Government Area of Ebonyi State with a completion period of 18 months (1 year and 6 months).

(3) Name of the Works: Construction of Ultramodern Abattoir and Artificial insemination Centre.

(4) Bidding shall be conducted through Open National Procurement (ONP) Process using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing, Revised Edition of February 2025 (“Procurement Regulations”), address available on www.worldbank.org/procure and is open to all eligible Bidders as defined in the Procurement Regulations.

(5) Interested eligible Bidders may obtain further information from State Project Coordination Office – Livestock Productivity and Resilience Support (L-PRES) Project, Ebonyi State Ministry of Agriculture and Natural Resources Block 11, Centenary City, Abakaliki, Ebonyi State, Nigeria and purchase the Bidding document during office hours 0900-1600 at the address given below.

(6) The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred Thousand Naira (=NGN= 100,000.00) only. The method of payment will be by bank draft or direct transfer in favour of the following Acct Name: Ebonyi State L-PRES Project Account, Bank: Zenith Bank; Acct No. 1229140232. Proof of payment to be presented at the address below. At the bidder’s request, the documents could also be sent by courier after paying an additional fee to cover the delivery cost.

(7) Bids must be delivered to the address below on or before 12 noon on Tuesday, 19 May, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below by 12 noon on Tuesday, 19 May, 2026.

(8) All Bids must be accompanied by a “Bid Security” of in the amount stated above.

(9) Attention is drawn to the Procurement Regulation requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership, Disclosure Form as included in the bidding document.
