REQUEST FOR EXPRESSION OF INTEREST/PRE-QUALIFICATION FOR PROJECTS EXECUTION
(1.0) INTRODUCTION
As part of our continuous effort in delivering the dividend of democracy, Igbogbo-Baiyeku Local Council Development Area, under the Chairmanship of Omoha Hameed Olalekan Aroyewun hereby requests for Expression of Interest Horn suitably qualified and experienced consultants for Built Environment Professionals for the construction of Zumuratui Islamiyyat Smart Primary School at Obafemi Awolowo Road, Igbogbo, Ikorodu with the objective of Pre-qualifying them.
CATEGORY A: CONSULTANCY SERVICE
Lot 1: Built Environment Professionals
(2.0) TERMS OF REFERENCE
PROJECT BACKGROUND
The project involves constructing and equipping a modem school facility with smart technologies.
SCOPE OF WORK (RESPECTIVE PROFESSIONALS)
(1) Architect: Design review, ensure architectural compliance, and aesthetic aspects.
(2) Builder/Contractor: Manage construction, ensure quality, and safety standards.
(3) Engineers (M&E, Structural, etc.): Design review, supervise installation, and ensure technical compliance.
(4) Quantity Surveyor: Cost control, valuation, and financial reporting.
REQUIREMENTS
(1) Experience in similar projects (school construction or smart facilities)
SUPERVISING DEPARTMENT
Department of Works and Infrastructure, Igbogbo-Baiyeku Local Council Development Area.
DELIVERABLES
- Regular progress reports to the Department of Works and Infrastructure
- Quality certificates
- As-built drawings and documentation
REPORTING
Professionals will report to the Executive Chairman, Igbogbo-Baiyeku Local Council Development Area through the Department of Works and Infrastructure.
For a two-storey smart school building, 12-15 months is a reasonable timeline. Let’s say:
- Duration: 12 months
- Milestones:
- 1-2 months: Site clearance and foundation
- 2-4 months: Structure completion
- 3-8 months: Finishing and ICT infrastructure
- 4-10 months: Testing and equipping
- 5-12 months: Completion and handing over
LOT 2: General Consultancy Services

Igbogbo Baiyeku LCDA intends to procure vehicles for official use
(1) Procurement of Vehicles
CATEGORY C: WORKS
(1) Construction of Awesu Road with interlocking paving stones and solar street lights
(3.0) ELEGIBILITY CRITERIA FOR CONSULTANCY SERVICE AND GOODS
(i) Evidence of Registration with Cooperate Affairs Commission (CAC)
(ii) Tax Clearance for the last 3 years.
(iii) Evidence of Registration with Lagos State Public Procurement Agency (PPA).
(iv) Company Tax Clearance Certificate for die last Three Years (2023, 2024, 2025).
(v) Submission of Company Profile.
(vi) Evidence of Registration with Igbogbo-Baiyeku Local Council Development Area.
Please note that this pre-qualification exercise shall not be construed as a commitment on the part of Igbogbo-Baiyeku Local Council Development Area.
The cost for this exercise will be so responsibility of the interested party to this request.
Interested eligible applicant may obtain further information at the Procurement Office of Igbogbo- Baiyeku Local Council Development Area on or before 27 April, 2026.
Expression of Interest must be in English Language
Interested applicants should note that Igbogbo-Baiyeku Local Council Development Area reserves the right to verify claims named in Prequalification documents submitted by them at any level
(4.0) SUBMISSION OF EXPRESSION OF INTEREST
The Application must be submitted not later than Monday, 27 April, 2026 by 12 noon.
It must be enclosed in a sealed envelope and addressed to:
