EXPRESSION OF INTEREST FOR PROJECTS EXECUTION
INTRODUCTION
The Management of National Postgraduate Medical College of Nigeria, Ijanikin, Lagos hereby invites reputable and suitable qualified Contractors/Bidders for the following contracts:
- LOT 1: INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS FOR THE CONSTRUCTION/PROVISION OF COMPUTER BASED TEST (CBT) CENTER
ELIGIBILITY FOR PRE-QUALIFICATION
In order to be considered, bidders are expected to be registered as Federal Government Contractors, in the appropriate categories with the Bureau of Public Procurement (BPP) – visit https://federalcontractors.bpp.gov.ng
As part of their submission, bidders are expected to show evidence of registration with the BPP by submitting the following documents:
(i) Certificate of Incorporation with the Corporate Affairs Commission (CAC);
(ii) Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
(iii) Current Pension Compliance Certificate valid till 31st December, 2026;
(iv) Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
(v) Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) valid till 31st December, 2026;
(vii) Sworn Affidavit disclosing whether or not any Officer of the relevant committees of the College, a former or present Director, shareholder or any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(viii) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications. Deployed Staff are expected to have COREN,
(ix) QSRBN, ARCON, CORBON, with evidence of current professional practicing license 2026.
(x) Company’s Audited Account for the last (3) years-2023,2024, 2025.
(xi) Verifiable documentary evidence of at least three (3) similar Services executed in the last five (5) years with Federal Government Ministries, Departments and Agencies including Letter of Awards, Valuation certificate, Job completion certificate and photographs of the project.
PAYMENT OF TENDER FEE
Anon-refundable tender fee of one hundred thousand naira only (100,000.00) should be paid into the College REMITA Account Tender Fee. The photocopy of the receipt should be attached to the Tender documents.
SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
The completed pre-qualification documents should be enclosed in sealed envelopes and marked “Pre-qualification documents for the Construction/Provision of Computer Based Test (CBT) Center and addressed to:

The completed pre-qualification document should be submitted in the Tenders’ Box at the Office of the College Registrar, between 8.00am -4.00pm on working days within four (4) weeks of the date of this publication
NOTE
(i) This is NOT AN INVITATION TO TENDER
(ii) Only pre-qualified Companies / Contactors will be contacted to submit financial bids and given the Bill of quantities, technical and structural drawings.
(iii) The College reserves the right to reject any or all pre-qualification documents.
- LOT 2: EXPRESSION OF INTEREST FROM CONSULTANTS FOR THE CONSTRUCTION /PROVISION OF RESIDENTIAL BUILDING AND OTHER AUXILIARY BUILDING WORKS.
ELIGIBILITY FOR EXPRESSION OF INTEREST (SAME AS LOT 1).
PAYMENT OF TENDER FEE (SAME AS LOT 1).
SUBMISSION OF EXPRESSION OF INTEREST FROM CONSULTANTS
Prospective consulting firms are to submit bid for the project Two (2) hard copies of the technical bid, packaged in a sealed envelope and clearly marked as “Technical Bid”. The soft copy of the technical bid should also be submitted in PDF format (in a flash drive) and added to the envelope Thereafter, the sealed envelope should be addressed to:

The bid should be registered in the College Registrar’s Office before submission into the Tenders Box (in the College Registrar’s office, not than 12.00 Noon Thursday, 21 May, 2026.
Only Bids received from eligible/registered consultants submitted into the Tenders Box as stated above, shall be entertained.
BID OPENING
The technical bid would be open immediately after the closure of bid submission, at the College Boardroom NPMCN, Ijanikin, Lagos State.
GENERAL INFORMATION
(i) All submissions must be in English Language and signed by an official authorized by the bidders
(ii) The evaluation of the received documents shall be strictly based on the requirements specified in this invitation to tender.
(iii) Expression of Interest submitted after the deadline for submission would be returned un-opened.
(iv) Consultants must have a verifiable physical Office in the state.
(v) The submitted expression of interest should be orderly.
(vi) The Consultants must bear all the costs.
(vii) Only pre-qualified consultants at the technical evaluation will be invited at a later date.
(viii) The College is not bound lo prequalify any consultant and reserves the right to annul the Procurement process at any time without incurring liabilities In accordance with section 28 of the Public Procurement Act 2007.

Interested bidders are to please visit the Procurement unit of the College to pick up the specification and scope of work before submitting their bids.

NOTE
(1) Kindly be informed that only contractors who are registered with the Bureau of Public Procurement (BPP) would be considered.
(2) Contractor are to include pictures of the furniture quoted.
(3) Interested bidders are advised to liaise with the Procurement Unit for samples and further clarification before submitting their bids.
(4) Please note that the total contract sum will attract the deduction of 7.5% VAT, 2% Withholding Tax. and 1% Stamp Duty.
