REQUEST FOR PROPOSALS FOR CONSULTANT FOR PREP 2.0 ROADMAP DEVELOPMENT
Nigeria faces a significant and growing plastic waste challenge driven by rising urbanization, consumer demand, and population growth, while waste management systems remain weak in many parts of the country. As a result, large volumes of plastic waste are poorly collected or disposed of in informal dumps, with negative effects on the environment, public health, and climate. Within this broader challenge, the PET recycling value chain remains underdeveloped and fragmented, with recovery and recycling carried out by a mix of formal and informal actors and only a limited share of PET waste recycled locally. Much of the burden of recovery falls on vulnerable informal workers who often operate under unsafe conditions, with limited equipment, low incomes, and little social protection. Women and young people are particularly exposed to risks across the value chain, including unsafe working conditions, harassment, and exclusion from more secure economic opportunities.
Kano presents a strong case for a more structured and coordinated response. The state is an important PET market with clear potential for growth through stronger market linkages, better coordination among value chain actors, improved logistics, and increased investment in collection and recycling systems. There is also a clear need to strengthen the broader enabling environment so that sector growth is not only commercially viable, but also safer and more inclusive.
Against this backdrop, a roadmap is needed to provide a shared framework for action on PET waste management in Kano State. The roadmap is expected to bring together key public, private, financial, and civil society actors around a common vision and a set of practical actions to strengthen sector coordination, support Extended Producer Responsibility (EPR), improve access to finance, promote safer collection and sorting practices, and address important inclusion issues such as gender-based violence (GBV), child labour, and the participation of women, youth, and other vulnerable groups.
The Plastics Recycling Program 2.0 (PReP 2.0) is a market-based intervention designed to strengthen Nigeria’s plastics recycling sector by creating more profitable and inclusive economic opportunities while increasing the volume and quality of recycled plastics. Building on earlier phases implemented in Lagos and Anambra, the program expands into Kano State and continues to support the development of a stronger recycling ecosystem across the target geographies. PReP 2.0 is implemented by TechnoServe with support from The Coca-Cola Foundation (TCCF).
The program combines direct support to upstream actors with broader efforts to strengthen the enabling environment for the sector. On one hand, it works with aggregators and collectors to improve efficiency, profitability, safety, and inclusive practices. On the other, it engages recyclers, government institutions, industry associations, financial institutions, and other stakeholders to improve coordination, increase the attractiveness of recycling activities, and support more sustainable sector growth. Within this broader approach, the roadmap for Kano is intended to serve as a practical tool for aligning stakeholders around shared priorities and coordinated action for a safe, inclusive, and prosperous PET waste management sector.
Scope of Work
The consultant will be responsible for leading the design, facilitation, drafting, and finalization of the roadmap for a safe, inclusive and prosperous PET waste management sector in Kano State. The scope of work should result in a practical, implementation-oriented roadmap that reflects stakeholder priorities, identifies clear actions, and supports coordinated follow-through by relevant actors.
The consultant will be expected to undertake the following tasks:
(1) Conduct a desk review of relevant documents and background materials to build a clear understanding of the PET recycling landscape in Kano State, including existing studies, policy documents, assessments of the social context, Gender-Based Violence (GbV) and child labour safeguards, and other relevant sector evidence.
(2) Develop an inception approach and roadmap methodology setting out the proposed workplan, consultation process, stakeholder engagement plan, facilitation approach, and outline structure for the roadmap. The methodology should show how the consultant will ensure an inclusive, credible, and well-sequenced roadmap development process.
(3) Undertake stakeholder consultations with key actors across the PET value chain and enabling environment in Kano State, including relevant public institutions, recyclers, aggregators, collectors, industry associations, financial institutions, civil society actors, and other stakeholders relevant to PET waste management and recycling.
(4) Identify and analyze the major challenges, bottlenecks, and opportunities affecting the PET recycling ecosystem in Kano State, including issues relating to coordination, market participation, logistics, policy and regulatory support, access to finance, stakeholder collaboration, and the social context and safeguards relevant to Gender-Based Violence (GBV) and child labour.
(5) Facilitate a multi-stakeholder engagement process to define a shared vision and priority actions for the sector. This should include supporting structured working sessions or similar platforms through which stakeholders can discuss key issues, agree priority actions, and identify responsible actors to drive implementation.
(6) Ensure that the roadmap reflects priority thematic areas relevant to sector development, including coordination across the value chain, EPR, access to finance, safe collection and sorting practices, social inclusion, and safeguards relating to GBV and child labour.
(7) Prepare a draft roadmap that presents the strategic direction, priority actions, stakeholder roles, and implementation considerations required to support a safer, more inclusive, and more commercially viable PET waste management sector in Kano State.
(8) Present the draft roadmap and facilitate a validation process with TechnoServe and relevant stakeholders to gather feedback, strengthen ownership, and refine the proposed actions and implementation arrangements.
(9) Revise and finalize the roadmap and accompanying presentation materials based on feedback received and submit all final outputs in agreed electronic formats. The final roadmap should be concise, practical, and suitable for use as a public-facing implementation and stakeholder engagement document.
