FEDERAL MINISTRY OF WATER RESOURCES AND SANITATION
PROGRAMME FOR INTEGRATED DEVELOPMENT AND ADAPTATION TO CLIMATE CHANGE IN THE NIGER BASIN (PIDACC/NB)-NIGERIA
INVITATION TO BID FOR PROJECT EXECUTION

(1) The Federal Republic of Nigeria has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB)-Nigerian Component, and intends to apply part of the proceeds toward payments under the contract for the Construction of 44 Solar-Powered Boreholes for Multi-Purpose (Increased agricultural production through small scale irrigation. Increased livestock production through the provision of all-year cattle watering facilities, Artisanal Fisheries, and Aquaculture, addressing environmental degradation and adaptation to climate change through water shed management) and Associated Works (in 4 Lots). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.

(2) The Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB)-Nigerian Component now invites sealed Bids from eligible Bidders for the:

  • Lot 1 :Construction of 13 multi-purpose Solar-Powered Boreholes for the 13 watershed catchment areas under the Sokoto- Rima River Basin Development Authority,
  • Lot 2: Construction of 10 Solar-Powered Boreholes for the 10 catchment areas under the Upper Benue River Basin Development Authority,
  • Lot 3: Construction of 11 Solar- Powered Boreholes for the 11 catchment areas under the Upper Niger River Basin Development Authority,
  • Lot 4: Construction of 10 Solar-Powered Boreholes for the 10 catchment areas under the Anambra – Imo River Basin Development Authority.

Bidding will be conducted through the Open Competitive Bidding (National), OCB-National procedures as specified in the Bank’s Procurement Framework (October 2015) and is open to all eligible Bidders as defined in the Procurement Framework.

(3) Interested eligible Bidders may obtain further information from Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB)-Nigerian Component and inspect the Bidding document during office hours 8:00 am to 4nm at the address given below.

(4) The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of NGN50,000 for each lot All payments must be made into the following account:

(5) Bids must be delivered to the address below Programme for theIntegrated Development and Adaptation to the Climate Change inNiger Basin (PIDACC/NB), on or before 19 May, 2026 by 12:00 Noon. Electronic Bidding will not be permitted. Late Bids will berejected. Bids will be publicly opened in the presence of the Bidders’designated representatives and anyone who chooses to attend at the address below at 12:30 p.m. on 19 May, 2026, eight days from date of issue.

(6) All Bids must be accompanied by a Bid Security in the form of a Bank Guarantee in the amount of:

  • Lot 1: N 5,600,000.00
  • Lot 2: N 4,500,000.00
  • Lot 3: N 5,500,000.00
  • Lot 4: N 5,000,000.00
